The Emergency Response Specialistprovides Emergency Response support for all aspects of the various Phillips 66 company business units (BU). This is a rotational position, and the ideal candidate must be willing to relocate to a Midstream or Refining position. Midstream and Refining positions are located at various locations across the United States. Primary roles include overseeing Preparedness for Exercise Program (PREP), providing training to various portions of the business, acting as the regulatory agency interface, and working with other ER staff members. This role is based out of Houston, TX.
Responsibilities May Include:

  • Development and implementation of Business Unit annual Tier 1 Emergency Response, RMP Exercises and other Emergency Response programs for Phillips 66 Company. This includes the successful scheduling, training, exercise tracking, facilitation of training & exercises, & completing exercise documentation for Midstream Assets and supporting Refining as requested.
  • Participates and/or leads major agency or industry exercises. Lead exercise design teams and facilitate multiple IMT exercises annually.
  • Supports other Crisis Management personnel as requested. Requests may include but is not limited to planning and supporting Tier I/II exercise facilitation, updating Integrated Contingency Plans (ICPs), OSRO inspections, acting as an Instructor for Corporate Training, etc.
  • Assists in ensuring Crisis Management equipment and facilities are maintained in a state of readiness for response.
  • Serves in a significant leadership role during actual response incidents. Potential to serve as Crisis Advisor to Agency Executives, Incident Commanders, and IMT Staff, or Emergency Operations Center (EOC) Staff.
  • Coordinate contract personnel in support of Emergency Response related activities.
  • Support the Director, Crisis Management and ER Team Leader, when requested, with the implementation of the Crisis Management Notification, Crisis Management Steering Team Plan and CHEMTREC notifications and other key Crisis Management processes.
  • Acts as On-Call Duty Officer on a rotating basis for Midstream and CHEMTREC emergency calls from Midstream Control Center. Individual will follow well defined notification and support team briefing process.
  • Supports the Director, Crisis Management and ER Team Leader, when requested, on Business Unit or Companywide initiatives. This can include, but is not limited to, leading a team on the implementation of an exercise program, new software, or assessment process.
  • Keep abreast of developments in the CMER arena; Identify best systems and work process, share lessons learned, new technology and changing regulatory actions.
  • Support the use of Crisis Management tools such as company mass notification system for communicating with BU Emergency Response organizations, emergency weather notifications, web-based Facility Response Plan Tool.
  • Have a thorough understanding and serve as an advisor on the following regulations: OSHA 29CFR1910, USCG: 33CFR154, EPA 40CFR68, 40CFR112, 40CFR300, DOT PHMSA 49CFR192, 49CFR194, and 49CFR195.
  • Support the Phillips 66 Corporate ER Training program as determined by the Director, Crisis Management.

Required Qualifications:
  • Legally authorized to work in the job posting country
  • High School Diploma or GED equivalent
  • Hold and maintain a valid driver's license
  • Willing and able to relocate to Midstream or Refining position
  • 5 or more years of experience planning large scale PREP drills and exercises or experience in coordinating an industrial Emergency Response program
  • Proficient in Office 365, IAP Software, and common GIS programs (Common Operating Picture)
  • Good verbal and written communication skills
  • Able to work under deadlines and deliver on commitments
  • Willing and able to perform/comply, with or without a reasonable accommodation, with the following:
    • Able to lift up to 50 pounds
    • Able to climb up to 200 feet
    • Able to wear personal protective equipment (such as fire retardant clothing, steel-toe shoes, ear & eye protection)
    • Maintain your face so that a respirator/face mask can seal properly (i.e. be clean shaven)
    • Work outside in harsh weather conditions
    • Able to travel up to 50% of the time
    • Able to work nights, take phone calls, and/or travel to manage unplanned events after hours, on weekends, and holidays as needed

Preferred Qualifications:
  • Bachelor's degree or higher
  • 10 years of experience in an Emergency Response program
  • Hold a Master Exercise Planning certification or equivalent experience
  • 1 or more years of Downstream Oil & Gas experience (including Refining, Pipelines, and Terminals)
  • Broad understanding of the HSE function
  • Well-developed network inside and outside of Phillips 66
  • Current membership or experience working on NFPA, API, or AFPM committees
  • Able to influence others and encourage teams to accomplish results
  • Effectively applies planning and organizational skills needed to address multiple issues simultaneously and solve complex problems through prioritization and focus
  • Engenders trust with outside regulators and internal customers
  • Change and improvement oriented
  • High commitment to work processes, procedures, and systems
