Description

This is specialized professional work involving the preparation, implementation, exercising, and training of the County’s emergency plans and programs in a manner consistent with Local, State and Federal regulations and standards. This is a professional position working with limited guidance from the Emergency Management Director or designee.

Examples of Duties

  • Assists in the development and enhancement of a variety of emergency operations plans, procedures, strategies, and programs utilizing the planning processes outlined by federal, state, and local Emergency Management regulations and standards.
  • Assists in the Identification and documentation of community threats, hazards, capabilities and gaps in a manner consistent with federal, state, and local guidance.
  • Assists in the conduct and evaluation of, and participates in, training and exercises on identified plans, procedures, and Emergency Management standards.
  • Participates on diverse planning teams to ensure the representation of the whole community; that include but are not limited to government agencies, civic leaders, businesses; as well as variety of non-governmental organization.
  • Assists in the development of local government disaster preparedness and other emergency operations plans including research, scheduling meetings, coordinating input from various sources and assembling data into final form to comply with existing policy and procedures.
  • Develops and conducts public education, training and outreach.
  • Assists in the review and update of mutual aid agreements with contiguous counties and local agencies.
  • Researches and identifies hazardous vulnerabilities and maintains data/records regarding hazards and historical disaster background as it relates to the County.
  • Maintains updates and data inputs for the Critical Facility Inventory and Resource Listings.
  • In the event of an emergency or crisis situation, must be available for extended periods.
  • Performs other duties as assigned by management personnel.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

  • Must possess a Bachelor’s degree in Emergency Management / planning (or related field).
  • Must possess one year of full time experience in emergency planning at the local or state government level.
  • Education may be substituted on a year for year basis with local or state government Emergency Management experience.
  • Must possess a valid State of Florida Class ‘E’ driver’s license with a driving record acceptable to the County.
  • Must have successfully completed the FEMA Emergency Management Institute’s Professional Development Series.

Flagler County residency (full-time) is required within 6 months of the date of hire, due to on-call status.

  • Knowledge of principals and techniques of Emergency Management planning and implementation.
  • Knowledge of local, state, and federal rules, regulations and standards pertaining to emergency and disaster management programs
  • Knowledge of research techniques and sources.
  • Skilled in the use of Microsoft Office products and common Emergency Management applications.
  • Ability to conduct research and prepare written reports and studies.
  • Ability to prepare and make public speaking presentations.
  • Ability to communicate effectively both orally and in writing to groups and individuals.
  • Ability to develop and maintain effective working relationships with diverse stakeholders and community partners
  • Ability to react calmly and promptly during an emergency or disaster situation.
  • Ability to work for extend hours on a continuous basis, during emergencies or disasters.

Physical Requirements
  • Physical Demands: Light to medium work. Ability to see, hear, talk, lift (20 lbs.), carry, push, stand, climb, crouch, balance, handle, fingering, pull, walk, crawl, kneel, and reach.
  • Environmental Demands: Both inside and outside work. Potential hazardous work conditions. Ability to tolerate heat, inclement weather (rain, cold, humidity), water, odors, dust, poor ventilation, fumes, toxic fumes.
  • Mental Demands: Ability to read and comprehend professional journals; manuals and procedures; safety instructions; financial reports; memos, letters, policies, and reports. Ability to perform shop math and general mathematical functions. Ability to write business letters, speeches, summaries, and reports. Ability to speak clearly and concisely relating information, data, and details to laypeople; conversant in theory and practices of discipline; and public/extemporaneous speaking.
