Description
The Richmond Behavioral Health Authority has a full-time position available for aProgram Coordinatorin our Emergency and Justice Supports Service Unit to perform advanced administrative work planning, organizing, informing, and supporting the functions of direct staff through records review/quality assurance, clinical support to licensed/licensed eligible staff, and administrative support to the Crisis Intervention Team (CIT). Completion and follow up on Prior Authorizations and reviewing records for compliance with Federal and State regulations to ensure billable services are adequately documented to substantiate payment for services rendered minimizing risk of retraction; providing training to staff regarding compliance, regulations and best practice standards, and related work as needed or assigned. Coordinate post assessment activities including communication with hospitals and other providers regarding bed availability/patient status, discharge planning and follow-up. Prepare monthly reports for submission to Director. Responsible for developing and facilitating quality improvement functions to ensure that E & JSS records and practices are in compliance with regulatory, reimbursement and agency standards. Demonstrate professional and technical proficiency in area of designing, implementing, monitoring and tracking procedures and processes for quality improvement activities and functions. This position encompasses a high degree of administrative work to support the daily operations of the E & JSS division. Work is performed under the limited supervision of the Director of E & JSS.
Essential Functions
Provide administrative support to CIT program to include prepping for CIT classes, data collection, and direct assistance during CIT classes and events. Coordinate E& JSS marketing and public awareness activities to include the CIT program, Community Response and Community Focus teams.
Daily medical record review to monitor documentation for compliance with agency/regulatory/reimbursement standards, admission/discharge/transfer readiness.
Complete/follow-up on Prior Authorizations (PA's) with Medicaid and Medicaid HMOs with Magellan.
Provide targeted training and feedback to staff in areas that will facilitate process improvement.
Direct communication with hospitals and other partner agencies to determine bed availability and client status. Provide clinical information (to include verbal updates, faxing labs , other requested information) on client to assist in hospital admission process.
Communicate clearly with clinical staff regrading client status. Communicate updates in EHR, contact log and via end-of-shift reports.
Participate in discharge planning for hospitalized individuals. Coordinate linkage to Rapid Access, CSU program, Mobile Crisis or other programs as needed. Coordinate with out-of-catchment CSBs if needed. Coordinate, review and distribute discharge summaries sent to the crisis unit.
Direct, face-to-face screenings of individuals in crisis under the supervision of a licensed or licensed eligible clinician. Discuss safety or risk concerns immediately with a clinician.
Provide EHR (Electronic Health Record) assistance, as well as audits of all E & JSS prescreenings in a timely manner.
Collect and compile statistical data to prepare monthly reports for Program Manager and COO.
Assist with program evaluation/strategic planning process to improve service delivery system for both consumers and stakeholders.
Prepare meeting minutes as well as other meetings as required.
Maintains E & JSS staff contact list with both personal cell phone numbers and interoffice extensions.
Assist with orientation of new hires.

Knowledge, Skills and Abilities
Knowledge of the principles, standards, practices and techniques of clinical practices in a behavioral health setting; thorough knowledge of best practices/standards of consumer care, documentation and quality control served by the agency in the areas of mental health, substance abuse and intellectual disabilities; knowledge of local and State rules, regulations, procedures and policies pertaining to behavioral health services; thorough knowledge of standard office practices, procedures, equipment and office assistance techniques; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of and ability to operate personal computers, associated software, hardware and peripherals; ability to read and understand moderately detailed policies, procedures and job related materials; ability to maintain detailed records; ability to solve problems within scope of responsibility; ability to accurately maintain confidentiality of medical records and reports; ability to establish and maintain effective working relationships with associates, supervisors, consumers and the general public. Basic understanding of risk assessment.
Position Requirements
Education and Experience
Prerequisite - Bachelor's degree with coursework in business administration and human services, or related field and experience in administrative support, customer service, bookkeeping, business management. Must be able to qualify as QMHP-A with Virginia Board of Counseling.
Preferred - Master's degree in nursing, social work, psychology, psychiatric rehabilitation, sociology, counseling, vocational rehabilitation, human services counseling or a related field from an accredited college or MBA or related degree from an accredited college with coursework in healthcare; Quality management and outcome development experience in a health care setting with at least two year of experience in behavioral health; experience with managing large amounts of healthcare data; experience with implementation and maintenance of the electronic health record.
Special Requirements
Valid driver's license in the Commonwealth of Virginia.
