Nature of Work:
This position is responsible for providing technical assistance to utility operating sections, preparing electrical designs and standards, and conducting studies related to system planning and operation. This position also provides project management on contract projects as well as in-house projects and assistance for electrical work for the Water Utility. Primary emphasis of this position may be either the transmission/substation system or the 13.8 kV distribution systems. This position reports to the Supervisor of T&D Engineering or Supervisor of Substation Engineering.

2024 salary range is $91,918 to $108,139 with advancement to $135,175

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.
*Project Management
  • Prepare electric utility infrastructure designs
  • Prepare equipment specifications and construction contracts.
  • Provide technical input into the preparation and revision of electric service policies, design criteria, construction standards, material and equipment lists, and cost estimates.
  • Perform field staking associated with electric designs.
  • Inspect electrical construction, major electrical equipment installations, and electrical equipment maintenance and operating procedures.
  • Provide technical advice and assistance to operating sections, line crews, relay technicians, customers, consultants, and contractors.
  • Provide project management for major utility electrical projects relating to: transmission, distribution, and substation projects. Project size may range from a few hundred dollars to more than 100 thousand dollars.
  • Prepare and check work orders and supporting plans and specifications related to the transmission, distribution or water facilities. Certify proper completion of these work orders.
  • Review plans of consulting engineers and contractors and make technical engineering decisions.

*System Analysis
  • Conduct studies related to voltage regulation, load flow, fault current, sectionalizing and coordination, stability, reliability, power factor, phase balance, and other studies when necessary or requested.
  • Conduct Distribution and Transmission planning studies.
  • Perform aging infrastructure analysis and other associated studies.
  • Provide technical assistance to management regarding capital planning.
  • Perform or update distribution system studies, and five-year load projections.
  • Perform or update the long-range transmission system plan as required or other studies as needed.

Other Duties
  • Attend courses, seminars, and meetings to maintain/attain expertise in job functions.
  • Perform other duties as assigned or necessary, including projects for other divisions.
  • Serve as a subject matter expert for various NERC compliance standards.
  • Assist with training and giving direction to other employees when needed.
  • Assist with the establishment of technical criteria and standards.

MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in Electrical Engineering from an accredited four-year college or university
Licenses and/or Certifications
Valid driver's license
Desirable Qualifications
EE degree with emphasis in Power Systems
EIT/FE Certification
Experience in the planning, maintenance and/or operation of electrical T&D equipment
ADDITIONAL INFORMATION

Knowledge of: the electric utility industry; operations, services, and activities of an electric utility; advanced theory, principles, and practices of Electrical Engineering and design; five-year capital improvement budget preparation and monitoring policies and procedures; principles of advanced mathematics and their application to engineering work; principles and practices of complex project management and administration; methods and techniques of complex contract negotiations and administration; methods, materials, and techniques used in Electrical Engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in Electrical Engineering design and development; principles and practices of business correspondence and technical report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; graphic software; principles of training; occupational health and safety standards; pertinent federal, state, and local codes, laws, and regulations..
Skill in: using a computer while working with accounting systems, word processing, spreadsheet, database and engineering analysis software; managing diverse projects and priorities simultaneously; working collaboratively with technicians, management, consultants, contractors, and customers; defining, organizing, interpreting and sharing technical electrical information.
Ability to: lead, organize, and review the work of staff; interpret, explain, and enforce department policies and procedures; prepare engineering computations; prepare and review engineering plans, specifications, and estimates for projects; perform highly complex technical research and solve engineering problems; conduct comprehensive engineering studies and prepare reports and recommendations; coordinate and monitor the work of contractors performing engineer activities; serve as the project manager on one or more complex projects; prepare and manage complex project budgets; maintain detailed project management records and documentation; interpret, apply, and ensure compliance with pertinent federal, state, and local laws, codes, and regulations; manage the work of outside consultants; respond to questions and inquiries from a variety of sources regarding engineering and development projects; coordinate activities with internal and external agencies and committees; use and care of engineering, surveying, and drafting instruments and equipment; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; adapt to changing technologies and learn functionality of new equipment and systems; prepare and present clear, concise and accurate oral and written technical and narrative reports; deal tactfully and effectively with the general public; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
