GENERAL DESCRIPTION:
Are you ready to take on a pivotal role in managing the benefit programs for the State of Wyoming? We are seeking a dynamic individual to serve as the Plan Administrator for our self-funded insurance programs, acting as the fiduciary representative for the State.
As the Plan Administrator, you will have discretionary authority, control, and responsibility in the administration of benefit plans on behalf of participants and beneficiaries. This crucial role encompasses the design, implementation, operation, and management of the State's specialized Benefit programs, including self-funded health, self-funded dental, life insurance, flexible benefits, and voluntary employer-based benefits.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Analyze benefit plans, considering costs, industry developments, and market trends, and recommend changes to ensure competitiveness and cost-effectiveness.
  • Monitor controls and procedures to ensure compliance and fiscal efficiency in benefit plan delivery.
  • Address inquiries from elected officials and Legislators regarding the State's benefit plans and operations.
  • Provide expert guidance to elected officials, the Legislature, senior management, agency Human Resources, and benefit specialists on benefit issues.
  • Attend legislative subcommittee meetings to monitor and address questions about proposed benefit legislation's impact on the State of Wyoming as an employer.
  • Develop and obtain approval for benefit plan changes/new plans or services, overseeing the implementation of approved recommendations.
  • Analyze claims utilization, prepare claims forecasts, and develop benefit program rates and employer contribution levels.
  • Collaborate with internal departments, external providers, and covered entities to address benefit-related concerns/issues.
  • Manage complex benefits-related projects, including plan design, vendor selection, negotiations, employee options, and communications.
  • Maintain in-depth knowledge of federal and state health, flex, and welfare laws and regulations, ensuring plan compliance.
  • Prepare fiscal impact statements for benefit legislation potentially impacting the State's programs.

Qualifications
PREFERENCES:
Preference will be given to applicants with previous health insurance administration experience.
KNOWLEDGE:
  • Knowledge of federal and state health, flex, and welfare laws and regulations (eg., IRS Section 125 Flex, HIPPAA, COBRA).

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Human Resources)
Experience:
4-6 years of work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resource Program Supervisor
OR
Education & Experience Substitution:
6-8 years of work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resource Supervisor
