Under the direction of the Education Administrator II of the Complaint Support Unit (CSU), the Director, the Associate Director, of the Special Education Division, the Education Programs Consultant (EPC) or Assistant (EPA), within a learning or assisting capacity investigates complaints of potential special education violations, conducts analysis due process decisions and writes enforcement letters, works with analysts to monitor corrective actions. As part of the investigative process the consultant/assistant works collaboratively with colleagues from each of CRU Units to open complaints and provide technical assistance to colleagues and stakeholders throughout California. The EPC/EPA also works with other division staff responsible for monitoring compliance.EPC DUTIES:
Reviews and analyzes complaint letters and requests, and determines allegations of alleged violations of federal and state special education laws and regulations.- Reviews and analyzes due process decisions to determine whether or not there were procedural violations and writes corrective actions to address violations and orders
- As part of the investigation process reviews and analyzes evidence; contacts both complainant and local educational agency (LEA) staff
- Develops “request for information” and completes an investigation report following required standard language and procedures which includes specific statements, findings of fact, conclusions, and corrective actions specific to each allegation within the required timelines
- Researches and applies special education requirements to alleged violations
- Consults with monitoring staff or other department staff regarding allegations, legal requirements, and corrective actions
- Reviews and monitors evidence of corrective actions
- Participates and facilitates on-site investigations consisting of meetings with parents, advocates, and LEA staff; and classroom or program visits
- On a daily basis, conducts second or third reads (reviews, analyzes, and edits) of colleagues’ investigation reports and provides feedback using second/third read checklist within the required timelines.

Working Conditions
This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office. This position is remote-centered.
