Under general direction, develops, implements, and monitors the processes and procedures for eligibility determination, recruitment, selection, enrollment, and attendance (ERSEA) of participants in federal and state programs; leads program planning sessions with individual agency planning teams to inform program designs based on data analysis, and manages enrollment and slot allocations to ensure LACOE and delegate agencies comply with federal, state, and local regulations.
The Well Qualified Candidate Will Possess the Following

  • Applicable laws, codes and regulations including California Education Code and federal and state program regulations and policies that apply to the management and administration of Head Start and Early Learning Division programs
  • Processes and procedures in developing and writing grant proposals
  • Principles and techniques of strategic planning, needs analysis, organization analysis, and performance analysis
  • Design and management of effective systems and procedures for program planning and slot management
  • Principles and techniques of organization, administration, and human resources management
  • Concepts, capabilities, and applications of database management systems, and computer applications such as Microsoft Word and Excel

Required Education and ExperienceEducation: Bachelor's degree in public administration, business administration, social or behavioral sciences, human services, public policy, or early childhood development, or a field closely related to the job requirements of this classification, from an institution of higher learning by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience: Four years of experience analyzing data and formulating recommendations related to compliance monitoring, program planning, and systems development in a social services or early childhood education agency.
Equivalency Provision: A master's degree or equivalent graduate level coursework towards a degree in the field of public administration, business administration, social or behavioral sciences, human services, public policy, or early childhood development, or a field related to the knowledge and abilities requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation, may substitute for one year of required experience. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Additional Requirements: A valid California driver's license and the availability of private transportation or the ability to obtain transportation between job sites is required.
