Under the general direction of the Employee Engagement Manager, a Staff Services Manager I, the Associate Governmental Program Analyst is responsible for performing more responsible, varied, and complex, technical, analytical staff services assignments that support District 7 internal and external partner engagement. The incumbent performs unique administrative tasks that involves highly independent research and analysis to support public engagement efforts to local agencies including coordinating and collaborating with these agencies to effectively use all funding resources to increase construction projects and successfully deliver transportation projects that serve members of their community. The incumbent will develop program models and planning tools to manage local agency information databases and take the lead to interactively work across divisions, programs, Headquarters and local agencies to monitor and track project funds and provide recommendations to management on data management for various project milestones such as Inactive Projects, Project End Dates (PEDs), Cooperative Work Agreements (CWA) and Project Funding Reversion Deadlines. As part of a multidisciplinary team, incumbent provides project oversight of all Local Assistance projects that require public engagement and continually provides consultative services and alternative solutions to engineers, management, or other support staff. The incumbent must have extensive knowledge in the use of computer applications, work breakdown structures, and processes related to the planning, scheduling, and status of projects. The incumbent must be able to manage multiple projects simultaneously, and work independently to analyze and recommend solutions and/or improvements.

While at the base of operation, the incumbent will work in a climate-controlled office with natural and artificial lighting, and may experience periodic episodes of changing office temperature as a result of fluctuating building temperatures. The incumbent may also be required to travel to and from field office locations throughout the district, and regularly attend, assist with, and Support activities hosted or presented by the Division of Administration that may cause exposure to extreme temperatures (hot and cold), dirt, noise, and uneven surfaces. The incumbent will work in a workstation within shared office space. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the the selected candidate. Working hours will be set between the hours of 7:00 a.m. and 6:00 p.m., Monday-Friday, 5/40 schedule. The incumbent may need to work overtime, or work and travel outside of normal business hours, after hours, and on weekends to perform various engagement activities.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
