    JOB SUMMARY
    The primary functions of an employee in this class are to plan, coordinate, manage, and implement programs and projects that support Economic and Workforce Development within Pinal County under limited supervision. These efforts will be focused on enhancing opportunities in the industrial, retail and office sectors, including small business development, as well as ensuring the County's workforce is prepared and available for the jobs of the future. The incumbent takes a proactive role in analyzing trends in the areas of Economic and Workforce Development, evaluates and formulates recommendations for implementation and coordinates the execution of approved projects. An employee in this class, under direction of the Economic and Workforce Development Director, focuses on developing strong working relationships with key industry leaders and Economic and Workforce Development organizations to secure new private sector capital investment, job creation and a ensure an available and prepared workforce.

    TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
    • Provide recommendations on the hiring of employees and manage processes related to scheduling (including approving time off), training, coaching, performance evaluation, grievances, promotions, salary increases, and necessary disciplinary actions of employees.
    • Manage the planning, development, and implementation of assigned programs, evaluate program needs and recommend appropriate actions, develop and implement policies and procedures in order to effectively implement the assigned programs, and develop, coordinate, and manage activities required to effectively achieve the desired outcomes of the program.
    • Lead processes to select consultants, contractors and service providers and ensure compliance with contracts/agreements, program requirements, departmental policies and procedures, and provide technical guidance to service providers as required.
    • Ensure compliance with federal regulations and state and local guidelines and prepare program policies and procedures manuals, as necessary, for service providers.
    • Administer program budgets, monitor expenditures, prepare government and non-governmental agreements, ensure necessary reports are prepared, achieve compliance requirements, submit reports to appropriate agencies, negotiate program performance levels with state agencies, and monitor performance levels.
    • Manage data tracking systems, track and address complaints received related to services, and monitor programs for nondiscrimination and equal opportunity requirements.
    • Write and develop grants, administer grant funding, and analyze and prepare departmental/program reports.
    • Establish and maintain relations with local, county, regional, state and federal Economic Developmentand Workforce agencies and establish strategies to promote the entire County.
    • Attend local, state, and national trade shows and events, as appropriate, to promote Economic and Workforce Development activities.
    • Conduct events, as appropriate, to promote and further County Economic and Workforce Development activities.
    • Maintain memberships in national and state professional organizations to elevate the brand and reputation of the County and to gain further knowledge and insight.
    • Meet clients and provide them with requested information regarding the County.
    • Interact with elected Supervisors, the County Manager's Office, and County departments to advise and provide updates on various Economic and Workforce Development issues and projects.
    • Communicate with and establish relationships with the County's cities and towns, stakeholders, organizations, chambers of commerce, and state organizations and attend local organization meetings, and make presentations to various groups and community organizations as requested.
    • Coordinate with County departments on various programs, projects and reports, that produce a positive result for Economic and Workforce Development.
    • Attend and participate in relationship building events with other professionals and organizations throughout the County and community. This may include serving on boards, commissions and ad hoc teams of various Economic Developmentand Workforce organizations.
    • Prepare reports as necessary for state and County agencies, write reports for the County Manager's Office and Economic and Workforce Development Director, advise other County professionals on various pending or upcoming Economic Developmentand Workforce issues, write support letters when requested, add new and/or update and revise information on the County website, and assist with other duties as assigned by the County Manager's Office and/or Economic and Workforce Development Director.
    • Maintain absolute confidentiality of work-related issues, customer records and other restricted County information.
    • Lead efforts to properly retain documents related to Economic Developmentand Workforce programs, as well as to properly dispose of program documents when appropriate.
    • Perform other related duties as required.

    POSITION SPECIFIC DUTIES:
    • Develop and establish county-wide Economic Development programs that create additional capital investment and high-wage jobs by recruiting new companies, assisting current local companies in maintaining/expanding operations, and promoting local products and services. This includes proactively marketing the County as an outstanding strategic location, leading the County's responses to project opportunities, and establishing channels for essential communication and information.
    • Works with Director to develop strategic plans, reporting metrics and oversees collection of data for Economic Development initiatives.
    • Acts as a liaison between relevant County departments and other communities to facilitate Economic Development programs and projects.
    • Meets and develops relationships with internal stakeholders, other public agencies, citizens groups, and existing or potential businesses to both obtain and provide necessary information. Organizations include, but are not limited to, the Arizona Commerce Authority, the County's cities and towns, community colleges, Workforce Development agencies, relevant chambers of commerce and other strategic partners.
    • Represents the County as a liaison to local and regional Economic and Workforce Development, retail, business, marketing, and related groups and associations at meetings, conferences, and trade shows.
    • Prepares and presents oral and written reports to and for County leadership, Economic Development interest groups, other interested parties, and the public.
    • Attends relevant County meetings, as necessary, such as Planning and Zoning Commission, to ensure Economic Development issues are considered in various decisions.
    • Assists with County process improvement, including review and rewriting of the County Zoning Ordinance, to ensure that Economic Development aspects are considered and support targeted sectors.
    • Provides leadership, direction and support for the implementation of effective change.

    Minimum Requirements
    MINIMUM REQUIREMENTS TO PERFORM WORK:
    • Bachelor's degree in Economics, Economic Development, Urban Planning, Public Administration, Marketing, Business Administration, or course of study to the core functions of the position.
    • Six (6) years of experience in Economic Development, business recruitment/ development, or Workforce Development that includes management responsibility for programs and projects.
    • Equivalent combinations of relevant education and/or experience may substitute for the minimum requirements.
    • Valid Arizona State Driver's License.

    Preferred Qualifications:
    • Master's Degree in a course of study directly related to the core functions of the position.
    • Recognition by the International Economic Development Council (IEDC) as a Certified Economic Developer (CEcD).
    • Certification as an Arizona Economic Development Professional (AZPro) through the Arizona Association for Economic Development (AAED).
    • Recognition as a Certified Workforce Development Professional (CWDP) through the National Association of Workforce Development Professionals (NAWDP) or completion of the Workforce Professional Development Program (WPDP) through the International Association of Workforce Professionals (IAWAP).

    • Knowledge of public administration and local government management, including areas such as budget preparation, monitoring and reporting, purchasing processes and negotiation and preparation of contracts/agreements, and issuance of Request for Proposals (RFP).
    • Knowledge of best practices in leading business attraction, retention and expansion and/or Workforce Development projects.
    • Knowledge of the principles of real estate development, including feasibility, financing and techniques.
