Role Overview
Our DT organization ensures that RTX teammates across the globe are able to communicate, collaborate and innovate for customer success. We create leading-edge technology solutions to prevent security threats, protect the integrity of our systems and support the RTX DT infrastructures around the world.
As an RTX Enterprise Common Classified (ECC) Program Transition Lead will be primarily responsible for providing leadership and management of program adoptions onto ECC. You will collaborate and partner with a diverse cross-section of DT, Engineering, and Program Management teammates supporting RTX's programs across the Enterprise-Wide Area Network (eWAN) to support fast-paced, critical programs with classified information system capabilities. This role will involve supporting the External Service team in the development of their cloud and hybrid offerings.
This position is located in Andover, MA, with potential for domestic travel. This position is relocation eligible.

Please note that this position needs an active U.S. DOD Secret Security Clearance as of day one of employment. Except in rare cases, only US Citizens are eligible for US Security Clearances.
Responsibilities:
- Ensuring that DT scope is properly executed in accordance to performance standards; leveraging thought leadership, innovative solutions, and cost savings initiatives.
- Oversight and monitoring of cost, schedules, and performance of DT tasks, which will include task planning and scheduling.
- They will partner with engineering and proposal/program management to capture functional requirements, translate requirements into program environment planning and execution plans, and manage changes in scope and function of the development and collaborative environments over the lifecycle of the program.
- The candidate will work closely across multi-functional teams comprised of Engineering, Security, Manufacturing, Integrated Supply Chain management as well as senior Program and DT leadership on program status and will require influence across multiple Functional Areas.
- The PTL must effectively communicate with both internal and external Customers at strategic and tactical leadership levels regarding technical issues and project status.
- Daily tasking and oversight of the team that provides the design and operation of the software development, software integration, software/system requirements, and continuous access of the DT environment.
- Formally identify, assess, monitor, and mitigate DT related risk and dependencies throughout the adoption process.
- Directing the efficient use of resources to advance Agile teams and initiatives.
- Must be able to obtain Department of Defense Directive (DoDD) 8140 / 8570 Certification requirements (CompTIA Security+ CE or equivalent certification) within 6 months of start date.
Basic Qualifications:
- Typically requires bachelor’s degree and minimum of 5 years of prior relevant experience or a master’s degree and minimum of 3 years of prior relevant experience or in lieu of a bachelor’s degree minimum 9 years of prior relevant experience or associate degree and minimum 7 years of relevant experience is required.
- Must have an active and transferable Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Understanding of Project Management such as Risk & Opportunity management and performance tracking/management
- Experience in facilitating and responding to Requests for Information (RFI) and Request for Proposals (RFP)
- Skilled in proposal preparation, DT and Engineering requirements analysis, cost and schedule estimation and technical documentation related to the Statement of Work (SOW)
Preferred Qualifications:
- Experience working with agile teams on product mode approaches and partnering with product owners and scrum masters to align and execute work.
- Excellent verbal and written skills
- Effective presence and influential leadership capability with the ability to interact with senior levels of leadership – including customer, teammates, and suppliers
- Through strong organization skills, demonstrate solid problem solving skills in anticipating and analyzing needs as well as quickly identifying solutions
- PMP and/or PMX Certification
- Ability to translate Business and Function demands to technical requirements and tasks
- Experience generating documentation/tooling aids
- Ability to learn new skills and knowledge in a constantly changing environment
