DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Department of Neighborhoods is looking for a dynamic, professional, and task-oriented Division Manager with excellent communication and effective problem-solving skills to manage, coordinate, implement and operate many key division sections such as the Call Center, Records Management, Releases, Extensions and Legal Aspects etc., managing services to provide general information and customer assistance related to the Inspections and Public Service Division. Must be friendly, professional, and attentive to the needs of both external and internal customers. Demonstrating an adaptability and openness to change whether it be an objective, roles and/or procedures. Lean Six Sigma Certification and Project Management experience. Maintain a positive and proactive approach to the guidelines and Division goals. May perform other duties as assigned.
The Division Manager duties will include but are not limited to:
Will define team members roles and expectations and ensure timely feedback for HEAR plans and evaluations and ensure division goals are met
Ability to determine the project approach, staffing, responsibilities, and schedules using established models, best practices, and past experience for the division
Establishes, revises, and manages the section's policies, procedures, guidelines, manuals, and project schedules
Assists department and general public in obtaining and explaining technical and non-technical information related to Code Enforcement and City of Houston Ordinance Chapter 10
Continuously strives in improvement and efficiencies in the Code Enforcement that sustains the growth of the Department of Neighborhoods-Inspections and Public Service Division.
Provides monthly division budget reports to support budgetary control
Assists in the preparation of group audited accounts and legal processes related to Code Enforcement
Drafts, edits, and reviews proposed contracts, correspondence, letters of agreements and amendments for the Assistant Director approval
Maintains, monitors, and prepares daily and monthly work projects, key performance indications and department goals
Interacts in complex meetings with Department, Local, State, and Federal government.
Utilizing complex skills and knowledge; prepares written schedules; weekly or monthly reports; and written responses
Compiles and interprets statistical and graphical data related to departmental operations and performance
Maintains an advanced level and subject matter knowledge of Code Enforcement and trains staff on information related to laws, rules, and ordinances.
Participates in special projects as needed and performs other duties and special projects as requested or assigned by the Department/Division head
WORKING CONDITIONS
This position has no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering, or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Preferences will be given to candidates who can demonstrate:
- Working knowledge in Code Enforcement and Grant funded federal programs
- Excellent writing, communications, and problem-solving skills
- Experience researching, interpreting, and applying federal, state, and local regulations associated with the development of new programs and initiatives related to Code Enforcement.
- Skilled in proofreading and editing documents with advanced knowledge in applying the rules of spelling, grammar, usage, capitalization, punctuation, etc. and ability to employ plain language principles to present complex information that easily understood.
- Advanced proficiency in Microsoft Word, Excel, PowerPoint, SharePoint, MS Teams, OnBase, Adobe Pro, or other data base program/software such as SAP.
- Lean Six Sigma Black Belt
