IMPORTANT INFORMATION
  • Working Condition: This position is fully remote with some requirements for travel, site visits and occasional requirements for in-person meetings.
  • Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be given full consideration and vetted through the recruitment process before utilizing the external applicant list.
  • This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.
  • This Limited Duration (LD) position is funded by a federal grant. The anticipated end date is 6/30/2023 but is expected to be extended into the next biennium.

WHAT YOU WILL DO
The primary purpose of this position is to oversee the research, analysis, and reporting for the Disaster Recovery and Resilience (DRR) division across all its programs for recovery and resilience. This position will collaborate closely with multiple teams at OHCS including DRR and external partners. Outcomes from this work affect significant levels of OHCS operations. The position also provides professional expertise to specialized business areas within OHCS, both business programs and IT, and the Accounting, Budget, and Fiscal staff. The position will also coordinate data and research needs with those outside the agency including with federal partners, other local and state agencies, vendors, and contractors, and with other community organizations and partners. The Business Intelligence Analyst supports the agency's mission and goals through independent judgment and in consultation with multiple internal and IT.
They will conduct all this work with an equity lens, ensuring that any research conducted centers Black, Indigenous, and People of Color (BIPOC) and other marginalized communities.
ESSENTIAL JOB FUNCTIONS: All performed with an Equity & Racial Justice Lens
Data Governance & Management
  • Formalize policies and procedures for how people interact with, share, and use DRR data internally and externally.
  • Formulate and standardize DRR data collection best practices internally and externally.
  • Complete and maintain DRR's data inventory.

System Project Management & Business Analysis
  • Participate in database system design and development as well as design of distributed data that is brought into the system of record (SOR). This includes work with multiple database systems from partner agencies and external partners.
  • Evaluate annual data collection needs and changes in alignment with HUD and OHCS rules, regulations, policies, and procedures and that of other agencies and external partners. In addition to the annual changes, must identify agency data changes and implement data changes within the system of record on an as needed basis.
  • Make recommendations to meet customer needs; design and evaluate advanced data reports; conduct comprehensive analysis of advanced concepts, data requests and data system configurations.

Quality Assurance, Control, & Improvement
  • Serve as a catalyst for data, reporting, and dashboard operational or SOR changes within DRR.

Reporting
  • Responsible for ensuring the accuracy of all data, reporting, and dashboard functionality in the SOR.
  • Develop and refine reports and dashboards generated using SOR.
  • Report on all Disaster Recovery and resilience data for the CDBG-DR grant required by the U.S. Housing and Urban Development (HUD) and submit data into the DRGR system.

Research, Planning, Design, & Analysis
  • Contribute to DRR planning efforts and provide data and other information needed to create and implement new programs and policies, all with an equity lens.
  • Advise DRR staff on the best methods to track outputs and outcomes over the life of all its recovery and resilience programs, including both quantitative and qualitative data collection and analysis.
  • Advise DRR staff on the appropriate methods of qualitative data collection and community engagement for effective and successful program administration.
  • Lead or assist with survey design, focus groups, and other methods of qualitative data collection for DRR.

MINIMUM QUALIFICATIONS
A bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

WHAT WE'RE LOOKING FOR (DESIRED ATTRIBUTES)
The most competitive candidates will possess the following requested skills, experience, and knowledge:
  • Experience with Business Intelligence software or other modern data analysis tools (Power BI, Tableau, R, SQL, etc.)
  • Experience developing reports and dashboards, preferably using multiple data sources.
  • Experience working with sensitive data (i.e. Personally Identifiable Data) and understanding of state and federal data privacy regulations.
  • Experience overseeing data collection and data integrity for a federal grant with multiple data sources including reporting to a federal agency.
  • Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

DISASTER RECOVERY & RESILIENCE: BUSINESS SYSTEMS & REPORTING SECTION
The Oregon Department of Housing and Community Services (OHCS) has established a new office to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster-impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency.
