Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Equal Employment Opportunity (EEO) Office ensures compliance with federal, state, and city EEO policies and human rights laws prohibiting workplace discrimination by implementing the agency's EEO reasonable accommodation, complaint, and investigation procedures, as well as New York City mandated and optional EEO based trainings.
Reporting to the EEO Officer, encompasses work involving issues of fact and questions of ADA law requiring degrees of independent initiative and judgment; coordinates programs and services that are available to employees with disabilities and their families; reviews and updates policies, procedures and practices to ensure that persons with disabilities can fully participate in all programs, services and activities associated with and provided by the Department of Finance.
Responsibilities will include, but are not limited to the following:
  • Manage the agency's Disability Program.
  • Identify, assess, develop, and implement strategies to correct or eliminate barriers to access utilization of the agency's programs, services, and policies by persons with disabilities.
  • Develop, coordinate, and implement policies, procedures and practices governing the operations of all programs, services, and activities to ensure that all persons with disabilities can fully participate in such programs.
  • Manage and process disability related accommodations necessary to ensure persons with disabilities have equal access to all agency programs, services, and activities.
  • Intake, assess and process requests for disability and medically related accommodations in accordance with agency and citywide policy, as well as city, state and federal human rights and disability laws.
  • Serve as liaison with ADA related city and state agencies, community-based organizations, and advocates.
  • Collaborate with DCAS or other oversight agencies to ensure that the agency is in compliance with applicable federal, state and local laws affecting people with disabilities.
  • Develop metrics to evaluate and monitor the effectiveness of strategies and policies.
  • Research, collect and analyze data on program and strategy effectiveness and trends.
  • Work with agency operating divisions to develop appropriate procedures for providing services to persons with disabilities.
  • Attend meetings with the Mayor's Office for People with Disabilities and prepare reports.

Minimum Qualifications


1. A master's degree from an accredited college in special education, rehabilitation, counseling, psychology, social sciences or a related field and one year of satisfactory full-time professional experience in a related area; or
2. A baccalaureate degree from an accredited college and three years of experience as described in "1" above.


Preferred Skills

- At least 5 years of professional experience in the EEO field. - Knowledge of the ADA and other laws addressing the rights of people with disabilities. - Experience facilitating issues and working with people with a broad range of disabilities. - Knowledge of various alternative formats and alternative technologies that enable people with disabilities to communicate, participate, and perform tasks. - Familiarity and ability to work cooperatively with advocacy, community and city agencies or partners working on behalf of people with disabilities. - Familiarity with local disability advocacy organizations. - Organizational and analytical skills. - Familiarity with the programs, services, activities, and benefit programs administered by the Department of Finance and/or City of New York. - Experience with statistics, record-keeping, and data analysis. - Excellent communication, writing, and presentation skills. - Ability to manage projects with excellent follow-through. - Proficiency in Microsoft Suite, including ability to create databases, spreadsheets, and PowerPoint presentations. - Must be responsive, possess effective people skills, and have the ability to work with employees at all levels throughout the agency.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
