Position Purpose
Provide oversight, guidance, and strategic leadership of the Systems and processes of the Talent Management Department and HRIS staff. Process, analyze, and report district data from a variety of sources. Develop, maintain, track, and process internal and external research requests; develop localized databases and provide monthly and annual reporting and analysis as needed.
ESSENTIAL JOB FUNCTIONS
  • Lead the HRIS department's operational and strategic planning, including fostering innovation, planning projects and organizing resources.
  • Direct the deployment, monitoring, maintenance, development, upgrade and Support of all HRIS systems.
  • Benchmark, analyze, report on and make recommendations for the improvement and growth of the HRIS infrastructure and systems.
  • Negotiate and administer vendor, outsourcer and consultant contracts and service agreements.
  • Assists with updating and maintaining forms, policies and procedures and creating process guides and other reference materials for employee training;
  • Direct the HRIS team in the day-to-day activities to support the HRIS, Benefits, talent acquisition, and other inter-related functions.
  • Serve as an interface between internal/external customers and the functional team members to ensure effective definition of and delivery of HRIS applications.
  • Provide overall prioritization of work assignments and management of functional team resources and their activities.
  • Work to ensure effective change management occurs from a technology standpoint to continue optimize team delivery.
  • Collaborate with other HRIS functional areas to define processes and identify opportunities to enhance processes with technology.
  • Ability to follow complex oral and written instructions;
  • Considerable knowledge of computer operations and computer systems analysis;
  • Able to handle confidential information with maximum discretion;
  • Proven ability to deliver high-quality work in a fast-paced environment;
  • Proficiency in utilizing and creating databases;
  • Ability to multi-task, organize and prioritize workload;
  • Proficient in MS Office (Word, Excel, PowerPoint and Outlook);
  • Professional and courteous demeanor while working under pressure;
  • Ability to develop and maintain effective working relationships with employees at all levels;
  • Ability to maintain complete confidentiality of employee data;
  • Considerable ability to solve problems related to computer system software and operations;

  • Perform all other tasks and duties as assigned.

Safety
  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities
  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Travel Requirements
  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications
  • Education: Bachelor's Degree from an accredited university in a business-related field required.
  • Certification/License: None.
  • Experience:
    • Experience in setting the technology direction for an HR organization
    • Extensive experience working in a team-oriented, collaborative environment
  • Language: Bilingual (English/Spanish) working proficiency preferred in some settings.
