Summary
The incumbent is assigned primary responsibility for ensuring uniform Grant Policy, federal compliance, and management throughout the agency; developing, recommending, and implementing pre and post-award Grant Policy, and fiscal grant requirements, including those associated with electronic grants and payment systems.

Duties
If selected for the Director (Grants, Policy and Management) position, the incumbent is responsible for developing, writing, editing, and obtaining internal and external clearances for the agency's grant-making vehicles, to include the annual program Notice of Funding Opportunities (NOFOs) and the agency's special initiatives, cooperative agreements, and other funding mechanisms. Additionally, the position coordinates programmatic interagency agreements and memorandums of understanding with other appropriate offices within the Agency. Typical work assignments will include:
  • Developing, recommending, and implementing policies and procedures related to pre and post-award Grant Policy and administration, managing all activities and supporting processes and procedures related to post-award fiscal grant management. Performing evaluations of the Agency's grant management and fiscal reporting requirements. Certifying the accuracy of financial data, ensuring that allocations are not exceeded.
  • Manages the maintenance and updates to the IMLS Grants Administration Manual, which serves as the guiding policy and procedure document for managing IMLS grant awards. Keeps the manual current and keeps IMLS program staff informed of revisions. Meets with program staff and management to incorporate new ideas to better serve the needs of the agency.
  • Leads the Agency's Grants Management Working Group to coordinate successful migration of data from legacy grant management systems and records, incorporate new ideas to better serve the needs of the Agency, and ensure compliance with existing and new Government-wide guidance and direction.
  • Coordinates recommendations for new and revised grants administration policies with Agency Leadership and management for approval by the Agency's Director. This includes where the IMLS Electronic Grants Management System (eGMS) processes intersect with the agency grant management policies and procedures.
  • Establishes and maintains liaison with other Federal agencies on matters related to grants policy and management. Represents the Agency in meetings with grantees, and in high-level policy discussions with other Federal agencies on grant-related matters.
  • Submits required fiscal reports to the agency leadership as well as the agency's accounting service provider. Prepares audit reports as required, overseeing the response to OGPM audit reports issued by the federal Office of the Inspector General (OIG) and the Agency's independent auditors.
  • Analyzes, interprets, and advises management on federal requirements that affect grants management and the impact it may have on the Agency. Develops and disseminates new policies and procedures to ensure the requirements are implemented in the agency and by grantees and collaborates with internal offices to build and modify the taxonomy of data collection forms that support the strategic goals, objectives and indicators.
  • Recommends and develops guideline materials for applicants and grantees, working with other staff in suggesting changes in fiscal, grant or contract terms. Establishes and maintains excellent working relationships with the agency's leadership team, managers, and the staffs of these officials, ensuring that the policies and procedures related to grants administration are coordinated agency-wide.
  • Manages the quality control, use of and migration of data for the Agency's Electronic Grants Management System (eGMS) in partnership with internal and external stakeholders.

Qualifications
MINIMUM QUALIFICATIONS: Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. GS-15: To be eligible at the GS-15 grade level, you must have at least one year of specialized experience equivalent to the GS-14 grade level; You must meet at least three of the following specialized experience as: (1) Expertise in Project Management and Coordination; (2) Ability to direct, lead, and improve a grant management program; (3) Interpreting and applying grants management regulations and developing related policies and procedures; (4) Communicating grants management policy with stakeholders, and the representation of data; (5) Applies innovative approaches to simplify grant management processes and improve customer experiences.
NOTE: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not a substitute for specialized experience at the GS-15 grade level.
