Job description

Duties

The Director of Federal High-Performance Green Buildings serves as the Chief Sustainability Officer within the Office of Government-wide Policy at the U.S. General Services Administration (GSA).

The Federal Director serves as the Federal official responsible for coordinating high-performance green building information and activities for the Federal Government and serves as a senior advisor to the Associate Administrator for Government-wide Policy, providing advice and expertise on all GSA-controlled high-performance green building activities. The Federal Director is responsible for visionary, national leadership and high-level policy direction for the GSA and all Federal agencies regarding high-performance Green Buildings; developing and overseeing implementation of broad green building program objectives in many cases through the study, demonstration, promulgation, and use of new or emerging technologies; and providing advice and consultant support to senior government officials.

Additionally, the Director, Federal High-Performance Green Buildings is responsible for the following:

  • Executive-level direction of the Federal Government's green-buildings program through a staff of subordinate supervisors and employees comprised primarily of technical experts.
  • Oversight of contracts with academic, research, non-profit, and professional firms that provide services related to high-performance Green Buildings, as well as programmatic, administrative, and financial functions associated with the green-building program.
  • Successful execution, implementation, and continual improvement of high-performance Green Buildings and related performance metrics necessary to support timely, cost effective, and satisfactory achievement of program objectives.
  • Providing leadership and direction in the planning, development, implementation, and administration of various critical programs, strategies, policies, and initiatives for the Office, including but not limited to comprehensive program management, performance management, performance measurement including data gathering and benchmarking, and training programs and policies, as well as risk-management strategies and initiatives.
  • Establishing, deploying, implementing and enforcing, on a governmentwide basis, appropriate program management requirements, program standards, technical standards, tools, guidelines, review processes, performance metrics, policies, practices, training requirements, and other requirements as necessary.
  • Appraising the quality of the green building program through technical overview of operational units and informing senior level Federal agency officials, including the Associate Administrator for Government-wide Policy of green building issues and the means of correcting deficiencies or potential problems in the green building program. Incumbent ensures senior management is apprised of program deficiencies, and is responsible for facilitating the development and implementation of appropriate recovery action plans and strategies to improve overall program performance.
  • Evaluating program needs, conducting workload assessments and developing appropriate resource strategies to ensure successful program execution for initiatives involving Federal property used by more than one million Federal workers.
  • Developing and maintaining partnerships and relationships, and an ability to address conflicting requirements when particularly controversial issues arise with stakeholders such as OMB, Congress, other agencies, private industry, State and local governments, and the public. The Director is responsible for establishing a senior-level Federal Green Building Advisory Committee and, in conjunction with the Secretary of Energy, issuing a biennial report to Congress.

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless the required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If selected for this role, you may be subjected to random drug testing following your appointment to this SES position. Continued employment will be contingent upon receiving a negative test result.

Qualifications

The Executive Core Qualifications (ECQs) are required for entry to the Senior Executive Service. You must show in your resume that you possess the five ECQs. Additional information on the Executive Core Qualifications is available at SES ECQs.

MANDATORY TECHNICAL COMPETENCY (MTC):
MTC 1: Expert knowledge and experience with federal policy regarding facilities, buildings and their effect on the environment, as well as thorough knowledge of the legislative and regulatory process, capital budgeting and both public and private financing of real property.

MTC 2: Thorough knowledge of high-performance green building practices and performance with expert knowledge in at least one area within the broad field of building sustainability (i.e. energy or water conservation, greenhouse gas measurement and accounting, operation and maintenance management, building control strategies and technologies, renewable energy generation and storage) and expert knowledge of building performance metrics, measurement techniques, rating methods and testing processes.
