Oversees the Transportation Operations function for a district's highways and facilities in accordance with Department standards. Reporting directly to the District Engineer, manages a group of professional, technical and administrative employees and may oversee district wide construction contract work concerning Transportation Operations. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Acts as liaison with the Department's Traffic Operations Division concerning traffic and traffic safety projects.
- Coordinates with district design and area offices to develop solutions to transportation problems and determines the need
for, and oversees development of incident management plans. - Meets with the appropriate supervisors, law enforcement and/or city officials to discuss transportation problems and
possible solutions. - Oversees accident analyses activities for the district, which includes data for design exceptions and special design projects.
- Oversees and performs traffic engineering studies and warranting of traffic signals, signing and speed zones; analyzes
operational impact on state highway system of proposed developments; coordinates with others on project development. - Develops district system safety plans and provides timely responses to transportation-related inquiries and program calls for roadway system safety projects.
- Oversees Traffic Operations, Community Traffic Safety Programs and the preparation of the District Highway Safety Plan.
- Represents the Department on Municipal Planning Organizations.
- Responsible for construction contract work involving Transportation Operations activities.
- Responsible for determining the need for, and developing plans, specifications and estimates for transportation projects including signs, traffic signals, illumination, turn lanes, speed zones, school zones, pavement markings.
- Responsible for Traffic Engineering, Traffic Management Systems, Railroad Programs, Striping Operations, the Radio Shop, the Sign Shop, and Bicycle Coordination.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
- 7 years transportation engineering in the construction of highways, bridges or structures. (Experience can be satisfied by fulltime or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
- Must have 3 years managerial/supervisory experience.
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.
- Standing-prolonged periods of time.
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
