Performs complex professional and difficult administrative work overseeing all Public Works operations of the town; does related work as required. Work is performed under general supervision. Supervision is exercised over all department personnel.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, standing, and walking; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, and hazards.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Planning, organizing and directing the installation, maintenance and repair of streets, drainways, buildings, solid waste collection, recycling, landfill operation, equipment maintenance and related Public Works operations; coordinating with other departments and Town Manager; maintaining records and files; preparing reports.
Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the Public Works Department;
Evaluates Public Works needs and formulates short and long range plans to meet needs;
Supervises the review of private project development plans for compliance with codes, regulations, and standards, adequacy of application for permits and compliance with approved plans;
Oversees the development or update of the Capital Improvement Program and other plans involving the municipal infrastructure;
Determines applicable codes, regulations, and requirements for assigned projects;
Oversees the preparation of engineering plans and specifications, bidding competency of contractors and vendors, and the selection criteria for public contracts;
Oversees project management for the construction of the municipal Public Works projects;
Coordinates the preparation of reviews and updates the street system maps, data base, and comprehensive plans;
Responds to public or other inquiries relative to department policies and procedures; evaluates issues and options regarding municipal Public Works and makes recommendations;
Assigns duties and examines work for exactness, neatness and conformance to policies and procedures;
Determines work procedures, prepares work schedules, and expedites workflow;
Supervise division managers and department support staff;
Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations;
Prepares and recommends annual department budget and monitors expenditures;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of the principles and practices of municipal streets, drainage and water and sewer distribution and collection operations; comprehensive knowledge of municipal Public Works administration, planning, and design; ability to review and analyze plans and specifications for the construction of Public facilities; ability to formulate comprehensive operational polices and procedures; ability to prepare technical reports; ability to plan and supervise the work of a large staff; ability to establish and maintain effective working relationships with Town officials, other public officials, associates, contractors and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to an associate’s degree in engineering technology or a related field. Graduation from an accredited college or university with major course work in civil engineering, public administration, business, or a related field preferred.
SPECIAL REQUIREMENTS:
Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.
