Position Purpose
To coordinate a comprehensive program of recruitment, hiring and retention of qualified staff in the cooperation with the Superintendent, Division Administrators and other staff. Ensure compliance with all applicable Northampton County Public Schools policies and procedures, and local, state and federal regulations.
Salary: $77,105.00 - $118,923.00 (Commensurate with Experience)

Essential Functions
Under general direction, directs a comprehensive Human Resources management program for the Schools, including staffing, recruiting, employment, classification and compensation; develops strategic staffing plans for the County Schools; provides guidance and expertise to all central office and school-level administrators and supervisors; provides the timely and accurate delivery of state and federal reports, and performs related professional, administrative and supervisory work as required.
  • Know and effectively communicate the division philosophy and mission.
  • Coordinate the recruitment, selection, and assignment of personnel (including summer school staff) in cooperation with the Superintendent, Director of Curriculum and Instruction, Division Administrators, and other staff.
  • Post vacancies on the Division website and other successfully proven web recruitment sites as well as in appropriate newspapers and university placement offices.
  • Develop recruitment materials and procedures for attracting qualified candidates.
  • Develop questions and forms for interviews for all positions.
  • Facilitate interviews to ensure consistency and legality with regard to questions asked of all applicants.
  • Submit recommendations for new personnel to the Superintendent pursuant to School Board Policy and Regulations.
  • Generate School Board reports regarding personnel for the Division Superintendent.
  • Ensure that all new employees undergo background checks, personal reference checks, finger-printing, child-protective clearance checks, and sexual harassment prevention training.
  • Ensure that new employees are placed on the appropriate salary scales and steps and issue contracts.
  • Post extra-duty positions, screen applicants, and issue contracts to those appointed by the School Board.
  • Facilitate issuance of stipends and long-term substitute agreements.
  • Screen substitute applicants and oversee training, arrange background checks, provide updated substitute lists to the buildings in the Division online system.
  • Coordinate background checks and supervise the administration of sexual harassment prevention training for volunteers.
  • Facilitate the assignment of student teachers throughout the Division. Ensure that student teachers undergo background checks, finger-printing, and child-protective clearance checks.
  • Ensure that all faculty are appropriately licensed through the state. File initial and renewal forms for licensure for all faculty. Advise faculty about licensure requirements and availability of courses. Work closely with the Virginia Department of Teacher Education and Licensure.
  • Disseminate information to faculty and staff relative to changes in licensure and other legal requirements.
  • Complete all required Virginia Department of Education state reports as it pertains to licensure, staff, etc.
  • Assist in developing salary schedules for all positions and generate compensation reports and projections.
  • Develop appropriate forms and procedures for course reimbursement and National Board Certification and track expenditures.
  • Update employee forms (i.e., applications, contracts, course approval requests, etc.) on an annual basis.
  • Complete teacher loan forgiveness verification paper work.
  • Develop and update job descriptions for all positions.
  • In cooperation with the Administrative Leadership Team, develop forms and procedures for evaluation of all division personnel.
  • Assist administrative staff in disciplining employees where warranted, in making recommendations for the termination or suspension of employees, assemble substantiating information with legal counsel and the Superintendent.
  • Issue letters and memos of clarification, caution, reprimand, and notice of transfer (across buildings as necessary).
  • Develops and maintains a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, termination, promotion, discipline, demotion, etc.
  • Respond to employment verification requests in a timely manner.
  • File unemployment verification requests in a timely manner. Prepare defense and represent Division at hearing and appeals.
  • Title IX - Investigate claims of harassment filed by school employees, students, and advise the Superintendent regarding what, if any, action needs to be taken: receive reports or complaints of harassment; oversee the investigation of any alleged harassment; assess the training needs of the school division in connection with this policy; arrange necessary training to achieve compliance with this policy; insure that any harassment investigation is conducted by an impartial investigator who is trained in the requirements of equal employment/education opportunity, including the authority to protect the alleged victim and others during the investigation.
  • Coordinate Family Medical Leave (FMLA).
  • Complete requests and handle all matters regarding FOIA-Freedom of Information Act.
  • Assist employees with preparation for retirement and help them with retirement paperwork and questions, and prepare retirement estimates; Assist employees with accessing their retirement information/contributions from VRS which also includes life/optional life insurance issues/questions.
  • Oversee procedures and reports for employee accidents. Investigate such reports and ensure the timely filing of workers' compensation claims. Work with workers' compensation insurance carrier to facilitate claims. Represent Division at workers' compensation hearings and appeals.
  • Work in collaboration with the Division Superintendent to update School Board policies and regulations as needed, (i.e., change in law or regulation).
  • Assist the Superintendent in the development of personnel regulations.
  • Develop a budget to support division goals in the area of Human Resources.
  • Conduct surveys, assessments, and collect other local, state, or federal data as assigned by the Superintendent for reports such as:
    • Department of Education Personnel Report (Yearly)
    • Department of Labor (Yearly)
    • E.E.O.C. Federal Report on Equal Opportunity (Yearly)
  • Be familiar with the detail of all revenues and expenditures relevant to his/her areas of responsibility; use this knowledge to prepare budget requests and monitor appropriated budgets to ensure compliance, working with Finance staff when necessary.
  • Facilitate the Teacher of the Year process for the Division.
  • Manages grievances and cases which result in arbitration and mediation.
  • Perform other tasks and responsibilities as assigned or delegated by the Superintendent.

Qualifications Profile
Certifications/License:
• Motor Vehicle Operator's License or ability to provide own transportation
Education:
  • Bachelor degree in Human Resource Management, Public Administration, Business Administration or a related field/ Preferred Master's Degree in Education and license with Administration/Supervision PK-12 endorsement or
  • Certificates, Licenses, Permits: SHRM certification preferred
  • 3 to 5 years supervisory experience or related experience
