POSITION SUMMARY:

This position is accountable for achieving fabrication production performance results associated with 2 Washington Facilities (Vancouver and Seattle). Performance results include, but not limited to, Safety, Environmental, Quality, Schedule and Production KPIs. He/She will work in concert and alignment with the Sr. Production Manager, Superintendents, Programs, Projects and Shared Services Functions to develop macro and micro work plans designed to achieve performance objectives.

ESSENTIAL FUNCTIONS

  1. Accountable to hold themselves to Vigor Values and promote and grow Vigor's values within leadership and workforce.
  2. Accountable to develop, create and maintain a positive, inclusive work environment for all team members.
  3. Individual or key technical personnel shall contribute to development of final production plans and assisting in development/alignment of engineering, procurement and material delivery to work stations, QC and QA.
  4. Accountable to hire and train skilled craft personnel to support work across site and properly assign personnel to the work in alignment with production goals, schedule and plan based on skills and abilities.
  5. Work closely with HR to obtain/retain diverse people and leading them to be exceptional members of Vigor and as required administer corrective action.
  6. Partners with the VP of Fabrication for overall program performance and P&L.
  7. Accountable to establish a safe work site and ensure that all leaders and workers adhere to company policies and associated regulatory requirements.
  8. Accountable for production performance of regularly reported KPIs.
  9. Accountable for adherence of completed work and worker performance to agreed quality systems, requirements of third party regulations as applicable and to specifications or contracts.
  10. Responsible to review/verify all weekly production progressing produced/created or updated by Projects.
  11. Responsible to review and evaluate regularly reported KPIs (weekly, monthly or for other key events or milestones.
  12. Responsible to be well versed with all specification requirements and familiar with contractual requirements to ensure work is performed as expected and support for contract management is provided.
  13. Coordinates with support services personnel to ensure equipment, facility, inventory, material and other required items are available to support work.

MAJOR RESPONSIBILITIES:

1. Assemble and develop a leadership team as required by recruiting, selecting, and training staff members and contractors; assigning responsibilities. Establish and maintain high standards through performance management and development of staff.

2. Assemble (or cause to assemble) and develop a workforce focused on measurable continuous improvement to support consistent safety, quality, delivery and cost. Establish and maintain high standards through performance management.

3. Utilizes production controls in conjunction with program management to support measurable, repeatable, predictable and consistent performance. Utilize same controls for determining shop use, throughput and evaluating use of facility capacity for optimizing returns.

4. Exercises direct and indirect management of facilities operations to align with production. Retains direct budget responsibility for those facilities with direct oversight. Considers operational expenditures and capital investment to optimize overall performance of the facility, equipment or buildings.

5. Evaluates the production work at hand, facilities, transportation costs, indirect costs and other consideration by using production controls tools and assigns work to the best location to optimize results aligned with organizational goals.

6. Meet various program certification requirements and objectives through workforce development and training. Although not directly responsible for the certification programs, all production, facility and fit for function processes are the responsibility of incumbent..

7. Provide cost reporting information associated with the work hours assigned to the shop floor on a regularly agreed to periodicity for all in-process projects. Provide upstream requirements for work package release, information, materials, subcontractor or third party performance to support yearly goals for Fabrication and/or the production schedule.

8. Assist in customer management on all technical/production related issues.

9. Manage directly and indirectly support functions to support production needs.

10. Develop and manage overhead budgets for assigned areas of responsibility in the business unit.

11. Manages P&L objectives for Fab through the active development and management of budgets for the company/and or projects.

JOB SCOPE:

The position operates within established policies and procedures for the business unit, and must use sound judgment and independent decision making when carrying out job responsibilities. Has the ability to influence and recommend modifying existing protocols. Budget responsibility for this functional area is dependent on the additive value of the number of projects assigned. The programs & projects range up to $120+ million in size. The role reports to the VP of Fabrication. The incumbent and staff are held accountable for the profitable performance of all assigned Marine Fab new construction projects.

SUPERVISORY RESPONSIBILITY:

The role supervises five or more direct reports. The team in total is composed of in excess of 150-225 employees, which includes professional salaried and hourly craft employees, and multiple subcontractor companies. The role operates at a senior level, requiring more oversight but also hands on supervision.

INTERPERSONAL CONTACTS:

This position coordinates his/her efforts with directors, managers, and supervisors at all levels in the business unit, with extensive interactions outside this group. The position represents the Company through formal and informal interactions with the customer and with multiple subcontractors.

KNOWLEDGE SKILLS AND ABILITIES:

  • Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels as well as customers
  • Ability to lead, manage and motivate employees in a production environment
  • Ability tolead consolidation of multiple locations into a single operation. Critical change management skills will be required.
  • Must have the analytical ability to research problem areas and special requests
  • Must be a well-organized, detail oriented self-starter
  • Ability to read and comprehend work specifications, work orders, blueprints, contracts and technical publications (Gov't specifications, drawings and federal requirements)

  • Ability to handle interruptions while maintaining focus in the production environment
  • Must be able to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency

  • Must be able to react and perform in emergency situations
  • Ability to use PC and software applications such as MS Office, Excel, and database programs
  • Must be familiar with budgeting, estimating, planning, scheduling principles and material procurement
  • Knowledge of OSHA and other environmental regulations
  • Must have a working knowledge of, and be familiar with various codes and practices associated with the Structural Fabrication or Marine Industry, and be familiar with the resources available to maintain code compliance

EDUCATION AND/OR EXPERIENCE:

BA/BS Degree or equivalent work experience is required.

Minimum twelve (12) years of experience in a program, project, or production management environment, preferably in marine production, with increasing levels of responsibility. Minimum fifteen (15) years of experience with budgets, scheduling, material cost control and management of the personnel involved. The person must maintain professional and technical knowledge by attending educational workshops; reviewing professional publications, establishing personal networks, participating in professional societies.

CERTIFICATES, LICENSES AND REGISTRATIONS: None required

PHYSICAL DEMANDS: Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. The individual may be required to be in production areas in yard and onboard ships. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights. He/she may be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel (including air travel) up to 10% of the time sometimes without notice.
