Job description

Under the direction of the Associate Vice President of Finance, the Director of Procurement Services leads the Purchasing Department by setting policies, developing procedures which improve efficiencies, establishing metrics for tracking departmental performance, advising and training the College community on procurement policies and procedures, and meeting customer requirements while ensuring effective use of College resources.

Supervising a professional and administrative team, the Director of Procurement Services guides the solicitation of publicly advertised request for proposals (RFP)/bid documents; the development of specifications, standards and performance criteria; and the processing of contract negotiations resulting in final contracts for services. In addition, the Director conducts research and resolves issues associated with contracts or other purchases, and interprets and assures compliance with SUNY and College policies and procedures, as well as state laws and regulations.

Responsibilities:

  • Creates and administers all Purchasing Department policies, procedures, and related forms; educates and trains staff and faculty across the campus who are involved in procurement processes to ensure compliance with public standards.
  • Directs and oversees the daily operations of the Purchasing Department, including assigning projects to purchasing agents and support staff, and monitoring their workloads to ensure that service to campus and external communities is provided in a professional, ethical, and timely manner.
  • Ensures ethical and competitive transactions in managing RFP processes, sourcing new suppliers, establishing relationships with vendors, negotiating purchasing contracts, and solving purchase order questions and discrepancies.
  • Is the Finance and Administration division liaison to the Office of the General Counsel on all procurement matters.
  • Ensures that all procurement activities are executed in accordance with College and SUNY policies; ensures that best practices are consistent with all federal, state and city laws and regulations.
  • Ensures compliance with Equal Employment Opportunity requirements and promotes diversity among suppliers to the College.
  • Oversees the development of college-wide periodic reporting of Procurement metrics and communicates the findings to senior management.
  • Provides professional support and contractually proscribed interventions to ensure vendor compliance with specified terms and conditions; coordinates with the General Counsel and college community to ensure that appropriate notice and documentation is available to support college actions, as required.
  • Reviews and analyzes processes to reduce errors; provides training and support to staff to ensure ongoing process improvement.
  • Delivers on a customer service mission to departments campus-wide.
  • Incorporates sustainability principles in all college purchasing.

Job Requirements:


Required Qualifications:

  • Bachelor's degree plus at least 10 years of progressively responsible experience in the procurement of goods and services, preferably in higher education or in the public sector.
  • Highly developed business and communication skills.
  • Proven ability to manage a large, complex workload within tight time constraints.
  • Possesses the organizational values of integrity, flexibility, and ethics.
  • Knowledgeable about public sector procurement policies and procedures, in addition to relevant federal, state, and city regulations and laws; familiarity with higher education policies and regulations preferred.
  • Demonstrates management skills for leading a customer service-oriented staff.
  • Knowledge of BiTech/Finance Enterprise preferred.

Salary

Salary: $140,000 - $150,000 per year; commensurate with experience and qualifications.

Work Schedule

Days/Hours: M-F, 9am-5pm, in person; work schedule subject to change based on needs of the department.
