SUMMARY: Under general supervision, plans, coordinates, and directs the operations of the City of Roswell’s Human Resources (HR) Department in compliance with state and federal regulations and City standards; provides advice and counsel to City staff and management for resolution of HR issues, interprets and administers policies and agreements, and manages assigned personnel.

Essential duties and responsibilities may include, but are not limited to, the following:
- Directs HR staff to build an efficient and cohesive workforce; directs performance improvements, organizational development, employee relations, recruitment and staffing, job classification and compensation, and employee relations.
- Manages the activities and functions of the HR staff: coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; schedules staff to meet job demands, and evaluates work performance.
- Serves as principal advisor to the City Council and City Manager on HR issues; compiles, evaluates, and analyzes information, and recommends and implements solutions; assures the HR activities and procedures are in compliance with all laws, policies, regulations and standards; reviews HR policies and suggests improvements.
- Provides advice and consultation to City managers on recruitment and selection, dispute resolution, performance issues, and the interpretation and application of policies and procedures; mediates employee relations issues and assists with disciplinary actions,
- Compiles data, evaluates information, and generates summary and status reports.
- Responds to general inquiries from the public; provides information, instructions, and assistance within scope of authority; assists customers with requests, applications, government forms, and other documents.
- Maintains absolute confidentiality of work-related issues, client records and City information; assures compliance with the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A}.
- Supports the relationship between the City of Roswell and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience:
Bachelor’s Degree in Human Resources, Business or Public Administration, or related field; AND five years of professional Human Resources program management experience; OR an equivalent combination of education, training, and experience.
Knowledge Of:
- City organization, operations, policies, and procedures.
- State and federal laws, statutes, rules, codes, and regulations governing HR functions.
- Principles and practices of public sector personnel administration, including management of personnel files and confidential records.
- Legal, ethical, and professional rules of conduct for government employees.
- Research and analysis principles for compensation and wage structure systems.
- Principles of recruiting, training, workplace safety, and organizational development.
- Record keeping and file maintenance principles and procedures.
- Safety rules and regulations, occupational hazards, and safety precautions.
Skill In:
- Analyzing HR service issues, evaluating alternatives, and making recommendations based on findings.
- Assessing and prioritizing multiple tasks, projects and demands, and coordinating the work of others.
- Using initiative and independent judgment within established procedural guidelines
- Interacting with people of different social, economic, and ethnic backgrounds.
- Operating a personal computer and specialized software.
- Following and effectively communicating verbal and written instructions.
- Establishing and maintaining cooperative working relationships with co-workers and local agencies.

LICENSE AND CERTIFICATION REQUIREMENTS:
Must possess and maintain a valid Class D driver’s license issued by the State of New Mexico. Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) from the Society for Human Resource Management [SHRM] is preferred.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in a standard office environment.
PRE-EMPLOYMENT REQUIREMENTS:
- Must be able to pass a rigid background investigation including work history, criminal records, driving records, and other records deemed necessary.
- Must pass a post-offer, pre-employment drug screen administered by a City-designated facility.
CONDITIONS OF CONTINUED EMPLOYMENT:
Incumbents and candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
