  • Responsibilities

    Position Summary

    The Human Resources Deputy Director ofTotal Rewards is responsible for the oversight and development of Compensation, Benefits, and Leave management functions of the Human Resources department.

    The oversight will include management of classification and compensation efforts, benefits administration, leave programs, and policy and procedure development and compliance with state and federal regulations.

    This role will be responsible to coordinate assigned activities with other divisions, departments and outside agencies while providing highly responsible and complex administrative support to the Human Resources Department Director.

    Supervision Received and Exercised:

    Receive administrative direction from the Human Resources Director.
    Exercise direct supervision of professional and lower-level staff.


    ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below)

    1. Assume full management responsibility for Classification and Compensation division within the Human Resources Department; plan, organize, manage, and evaluate the work of division services and activities to meet department goals and objectives.
    2. Assume full management responsibility for Benefits and Insurance division within the Human Resources Department; plan, organize, manage, and evaluate the work of division services and activities to meet department goals and objectives.
    3. Effectively administer organizational leave programs including but not limited to vacation leave, sick leave, medical leave, and military leave in compliance with required rules and regulations.
    4. Identify operational challenges to obtain and maintain division goals and objectives; create and implement comprehensive solutions to uphold high-quality Total Rewards programs.
    5. Act as an internal consultant and advisor to all levels of management, supervisors, and staff regarding Human Resources programs, policies, and practices in an effort to obtain and retain highly competent, service-oriented staff through selection, compensation, training, and day-to-day management practices that support the city’s mission, strategic goals, and core values.
    6. Analyze operating policies and procedures and develop recommendations on policy, workforce needs, programs, budget and procedural changes within the department and organization; design and implement remediation as needed.
    7. Establish appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly within departmental policy.
    8. Plan, direct and coordinate, through subordinate level staff, the division's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
    9. Select, train, motivate and evaluate division staff; provide or coordinate staff training.
    10. Oversee and participate in the development and administration of the division budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
    11. Provide assistance to the Director, participate on a variety of boards, commissions and/or committees; prepare and present staff reports and other necessary correspondence.


    SUPPLEMENTAL FUNCTIONS:

    1. Prepare analytical and statistical reports on operations and activities.
    2. Develop and maintain positive working relationships across multiple functions and job levels within a diverse environment.
    3. Attend and participate in professional internal and external meetings; stay abreast of new trends and innovations in the field of management and Human Resources.
    4. Respond to and resolve difficult and sensitive inquiries and complaints.
    5. Initiate outreach efforts to promote the City's broader equity goals.
    6. Perform related duties and responsibilities as required.



     

    Minimum Education, Experience And Additional Requirements:

    Related education and experience may be interchangeable on a year for year basis.

    Bachelor's degree from an accredited college or university in Human Resources, public administration, business administration or a related field preferred, and

    Seven (7) years professional Human Resources experience preferred;

    To include four (4) years direct supervisory experience in a management and/or administrative capacity preferred.

    CLRP, PHR, SPHR, IPMA-CP or IPMA-CS certification preferred.

     

     

     

     

    ADDITIONAL REQUIREMENTS:

    Possession of a New Mexico Driver’s License (Class D), or the ability to obtain by date of hire.

    Possession of a City Operator’s Permit (COP) within six months of hire date.

    Preferred Knowledge:

    • Operations, services and activities of a comprehensive human resource related program
    • Principles and practices of program development and administration
    • Principles and practices of municipal budget preparation and fiscal administration
    • Principles and practices of records management, compliance, tracking and reporting
    • Principles of supervision, training and performance evaluation
    • Pertinent Federal, State and local laws, codes and regulations
    • Human Resources Information systems (HRIS)
    • Contract negotiation, development and monitoring
    • Corrective actions and disciplinary process, grievance administration and resolution procedures.
    • Basic principles of government budget/accounting preparation, development and control

    Preferred Skills & Abilities:

    • Interpret, explain and enforce department polices and procedures and city, ordinances, rules and regulation and collective bargaining agreements.
    • Plan, organize, direct and coordinate the work of lower level staff
    • Select, supervise, train and evaluate staff
    • Analyze and assess programs, policies and operational needs and make appropriate adjustments
    • Develop and administer division goals, objectives and procedures
    • Prepare administrative and financial reports
    • Prepare and administer large and complex budgets
    • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
    • Research, analyze and evaluate new service delivery methods and techniques
    • Interpret and apply Federal, State and local, laws and regulations and ensure compliance
    • Communicate clearly and concisely, both orally and in writing
    • Establish and maintain effective working relationships with those contacted in the course of work
    • Perform the essential functions of the job with or without reasonable accommodation
    • Maintain confidentiality of information

    Environmental:
    Office environment, exposure to computer.
    Physical:
    Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
