Job description

Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste.

Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as Human Resources Director to join our team located in Carlsbad, NM.

The Human Resources Director will conceive and execute Human Resources programs and services that–in response to complex, ever-changing, politically sensitive requests and demands from various internal and external sources–simultaneously serve the interests of employees, the public, the Company, and the DOE while maintaining sound employee/labor relations and customer satisfaction. Further, the successful candidate will be expected to have the skills, education, and experience to manage, lead, develop, and motivate department personnel in a Human Resources organization responsible for multiple functional areas including but not limited to:

  • Set and develop overall strategic program direction, provide emphasis and necessary resources, and maintain visible commitment to achieve excellence in safety, health, environmental and quality assurance practices.
  • Direct staffing activities including establishment of general policies and procedures and counsel of general and staff management. Develop solutions to staffing problems. Direct conduct of and monitor employment, recruitment, promotability and placement programs.
  • Direct development and execution of various employee relations programs for SIMCO employees. Includes employee discipline, open door policy, employee assistance program, and new employee orientation.
  • Direct conduct of various human resource services including administration of DOE Contract Personnel Human Resources sections, benefits administration, relocation, employee communications, and self-assessment and strategic planning programs.
  • Assure compliance of Human Resources activities with applicable federal, state, and Company specifications, laws, and requirements including equal employment opportunity and affirmative action programs.
  • Direct development and implementation of total compensation programs including pay system practices and planning activities, performance-based salary administration system, job evaluation, and employee and statutory benefits administration.
  • Establish and conduct community relations activities related to recruitment and labor relations. Includes maintenance of effective relationship with community leaders to enhance Company image and stature.
  • Oversee conduct of Human Resources leadership development and training programs, including total quality and related process improvements. Implement programs to build culture of employee satisfaction.
  • Oversee conduct of Organizational Development programs and organization.
  • Monitor various department activities through review and evaluation of local reports. Transmit results to senior management.
  • Direct, develop and administer a collective bargaining agreement for represented units in accordance with applicable laws and requirements.
  • Responsible to achieve the desired level of quality, and to review, evaluate, and improve work processes as defined by the Quality Assurance Program
  • Accomplishes special project results by identifying and clarifying issues and priorities.
  • Labor Relations, including strategic and tactical planning for periodic negotiations of collective bargaining agreements (CBA) with two different unions, as well as managing the Company/Union relationship and compliance by all parties with the applicable CBA.
  • Employee coaching and counselling.
  • Workforce level planning, succession planning.
  • Direct preparation of department budget proposals and revisions and salary increase fund proposal to DOE. Negotiate DOE Contract Personnel Human Resources sections incorporating allowability of various Human Resources expenditures and incentive compensation recovery procedures.
  • All other appropriate actions or activities that support SIMCO’s successful operation of the WIPP mission.

Exempt Salary Grade (39-41)

Minimum Requirements: These requirements must be met to be considered for this posting. Uploaded resumes and applications are the means of determination.

  • Bachelor’s degree and/or advanced degree(s) in a field determined by SIMCO management to be applicable and supportive of success in the position.
  • Fifteen (15) years or more of diverse related experience including three (3) years in management in a primary Human Resources function, or equivalent.

Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

Preferred Qualifications:

  • Experience in a contractor Human Resources management function at a Department of Energy project is desired.
  • Previous WIPP Project experience is a plus.

Starting salary $182,967 per year *

  • Base salary will be dependent upon candidate's background (i.e. education and experience)
