The Director of Financial Aid & Scholarships is responsible for the administration of a collegewide Financial Aid program, maintaining the Title IV Participation Agreement with the U.S. Department of Education, and managing the distribution of funds to applicants and enrolled students in compliance with current federal, state, and institutional guidelines. This position provides the leadership, management, and supervision of the Federal Aid administration, Maryland State Aid administration, and scholarship awarding staff. This position is responsible for maintaining a strong understanding of Financial Aid regulations and effectively interpreting and communicating student aid laws to internal and external constituencies to support student enrollment and completion. The Director of Financial Aid & Scholarships is an innovative leader with strong public relations skills and leads a team in providing exceptional service to prospective and enrolled students, staff, administrators, and faculty. This position must use varying styles and approaches that reflect an understanding and acceptance of the role of culture in a diverse, multicultural workplace.Essential Duties and Responsibilities:
The following are the functions essential to performing this job:
1. Provide leadership, direction, and oversight to the collegewide administration of Title IV participation.
2. Create and implement an operational plan for all Financial Aid programs in accordance with federal, state, and local laws and in alignment with institutional technological, enrollment, and budgetary goals.
3. Update and review the institution’s Program Participation Agreement (PPA) as required.
4. Establishes procedures and guidelines regarding the effective and efficient distribution of Financial Aid among eligible applicants and enrolled students so that transactions are accurate, fair, equitable, accessible, timely, and responsive to student’s needs, with a central focus on meeting the institution’s enrollment and budget goals.
5. Selects, trains, supervises, develops, and evaluates staff with responsibility for administering the College’s scholarship, grants, student employment, loan, and Financial Aid counseling programs.
6. Conduct research on trends, services, protocols, and standards in support of federal, state, and institutional grant and scholarship administration.
7. Assess, interpret, inform, and advise College administration about trends and vulnerabilities in Financial Aid so the impact on the budget, services, communication, College resources, and enrollment is appropriately addressed.
8. Demonstrated ability to exercise independent judgment, discretion, ingenuity, and innovation to resolve complex and often highly visible issues, with campus-wide impact.
9. Responsible for Federal, State, and Institutional annual reports, providing systematic comparative reports, and able to evaluate data and trends while being well versed in quality data collection to ensure adequacy, accuracy, and legitimacy of data.
10. Supervises all areas and functions of Financial Aid administration, with emphasis on Title IV compliance in program fund awarding, verification, disbursement, and reconciliation, including development and implementation of compliance-driven policy, procedures, awarding reporting, and auditing.
11. Oversees, monitors, and maintains the College’s compliance with federal and state laws, regulations, and policies governing student aid programs, including but not limited to Code of Maryland Regulations (COMAR).
12. Serve as primary contact for all Financial Aid audits and Program Reviews.
13. Assume the responsibilities of the Associate Vice President for Student & Financial Support Services in their absence.
14. Regular collaboration with stakeholders creating a collegial, vision-minded atmosphere while developing meaningful collaboration and partnerships with other campus departments, offices, and staff, including Admissions, the welcome desks, Student Accounts, finance, information technology, registrar, academic divisions, and advancement.
15. Represent the College through professional organizations, community engagement, and speaking engagements to educate students and families about the general Financial Aid process and the Financial Aid opportunities.
16. Collaborate with the Office of Planning, Assessment, and Institutional Research (OPAIR) and participate in an advisory capacity to the FCC Foundation.
17. Performs other duties as assigned.
1. Bachelor’s Degree2. Seven (7) years of experience in Federal Student Aid Administration3. Five (5) years of experience in leadership of staff4. Thorough understanding of federal, state, and institutional Financial Aid regulations is essential. This includes knowledge of Title IV regulations and compliance requirements.5. Strong written and verbal communication skills are crucial for effectively communicating with students, staff, and other stakeholders.6. Competence in using technology for data analysis, reporting, and communication7. Ability to analyze data and make data-driven decisions.
Desired Qualifications:1. Master’s Degree2. Multilingual3. Experience working in a community college setting4. Experience using a document imaging system and higher education enterprise student application/student information system5. Experience using complex databases, examples include Oracle PeopleSoft, Power BI, and Excel. Strong technology skills with Financial Aid management software systems including state and federal systems
