General Responsibilities
Responsible for strategic planning, budget development, management, hiring and performance evaluation, and outcomes assessment processes related to the Financial Aid Services unit. Administers all aspects of the college's state and federal Financial Aid Services and most aspects of state, institutional, and HCC Educational Foundation scholarships, including oversight of approximately seven million dollars in funds as well as the FAS operating budget. Serves as the college's chief Title IV officer, administering all federal Title IV and state Financial Aid and ensuring the college is compliant with all federal and state regulations, and institutional policies and procedures related to Financial Aid, scholarships, loans and federal and institutional work study. Responsible for all technology implementations and enhancements related to Financial Aid Services, including the student information system as well as federal and state systems and many other applications.
Oversees management of the federal electronic databases and all electronic data communications with the U.S. Department of Education. Oversees use of the NSLDS database for determining student eligibility. Collaborates with the Registrar to monitor compliance with the reporting requirements to the NSLDS database. Collaborates closely with other Financial Aid directors at the state, regional, and national level to clarify regulatory issues and implementation issues. Works closely with federal officials at the U.S. Department of Education to seek clarification and resolution of regulatory and statutory issues. Works closely with other members of the Financial Aid community through membership and leadership in regional and national Financial Aid associations to ensure that Congress and the U.S. Department of Education are fully informed about the Financial Aid issues facing community college students. Interprets federal and state Financial Aid regulations for all programs at the college. Oversees preparation of all federal and state Financial Aid reports, such as the annual FISAP and FIAS reports, and the college's Eligibility and Certification Approval Report for re-certification of the college's Financial Aid eligibility. Represents the college in annual SFA audits, state audits, and U.S. Department of Education program reviews. Responsible for the maintenance, update, and integrity of all Financial Aid records. Notifies the U.S. Department of Education of all pertinent changes in the college's senior administration, additional programs offered, or additional sites.
Develops annual Financial Aid packaging policy and cost of attendance budgets. Establishes application and award procedures annually for HCC students. Oversees and monitors the administration of the default management program to ensure that the college's cohort default rate is maintained. Oversees and monitors the administration of the loan counseling and disbursement processes. Manages Financial Aid payments and Financial Aid credit balance refunds in collaboration with the Finance Office. Works closely with the Finance Office to ensure compliant and seamless disbursement of funds to student accounts and to ensure all programs are reconciled. Develops and implements Satisfactory Academic Progress standards for Financial Aid recipients in compliance with federal regulations and the inter-department Financial Aid Restriction Appeals Committee. Works closely with the Finance Office to reconcile federal, state, and institutional aid. Responsible for regular fund management and balancing. Oversees and monitors the administration of the Student Employment Program, including the federal work-study, institutional work-study, and foundation work-study programs and the off-campus tutoring program, monitoring expenditures, and development of required records such as manuals and job descriptions. Works closely with HCC directors in other offices to ensure that they are fully informed on Title IV regulatory issues which fall within their scope of responsibility. Administers ongoing and critical staff training program. Oversees unit's community and campus based outreach programs. Represents the Financial Aid Office for the Financial Aid portion of the annual A-133 audit. Assists the associate vice president with strategic planning for the Enrollment Services unit of the Student Services division.
This position is critical to the college's authorization to receive and administer Title IV funding in compliance with all relevant laws and regulations. The administration of this unit is central to the college's ability to fulfill its mission and enrollment goals and to the accessibility and affordability of postsecondary education for students, particularly the neediest students.
Work Performed
Leads Financial Aid Services team by developing staff, setting departmental direction, monitoring progress to goals and resolving staff concerns.
Develops annual Financial Aid packaging policy and cost of attendance budgets.
Oversees all aspects of student eligibility, including evaluation, online processing, all related record keeping, and student notification.
Establishes annual application and award procedures for HCC students.
Administers the default management program, and ensures that the college's cohort default rate is maintained.
Establishes tracking systems and monitors the effectiveness of implementations.
Acquires and maintains up to date knowledge regarding all Title IV and state regulations, updates, and trends as pertains to institutional, program, and student eligibility.
Develops procedures for administering the Return of Title IV Funding for Title IV recipients, including official, and unofficial withdrawals, as well monitoring non-attending students.
Interprets federal and state Financial Aid regulations as they apply to all programs at the college.
Develops the Satisfactory Academic Progress Standards for Financial Aid recipients and oversees the administration of the program and coordination of the inter-department Financial Aid Restriction Appeals Committee.
Advises students and parents on all aspects of student eligibility as needed. Reviews and evaluates all professional judgments related to dependency overrides.
Counsels prospective students on Financial Aid eligibility, particularly during peak periods such as registration.
Works in close cooperation with Information Technology, the Finance Office, and vendors, to administer the unit's numerous technology implementations and enhancements, including the FA module of the student information system, as well as federal and state systems, digital imaging technology, and many other applications.
Oversees administration of all electronic data communications with the U.S. Department of Education.
In collaboration with the Registrar, develops procedures and monitors compliance with the enrollment and gainful employment reporting requirements for the U.S. Department of Education NSLDS database.
Oversees preparation of all federal and state Financial Aid reports such as the annual FISAP and FIAS reports, and the college's Eligibility and Certification Approval Report for re-certification of the college's Financial Aid eligibility.
Works closely with the Finance Office to reconcile federal, state, and institutional aid. Oversees Financial Aid payments and Financial Aid credit balance refunds with the Finance Office.
Regularly monitors the NASFAA and the U.S. Department of Education websites as critical resources of Financial Aid regulatory information (such as Federal Registers and Dear Colleague letters) and actively monitors the national Financial Aid list-serv.
Works closely with federal officials at the U.S. Department of Education to seek clarification and resolution of regulatory and statutory issues. Works closely with and partners with Congress and the U.S. Department of Education through membership and leadership in regional and national Financial Aid associations to ensure that they are fully informed on the Financial Aid issues facing community college students.
Partners with other college units to ensure that they are fully informed on Title IV regulatory issues which impact their scope of responsibility.
Develops and maintains a Financial Aid policy and procedural manual in compliance with federal regulations.
Collaborates with the Development Office to oversee the scholarship process and plan the annual donor luncheon.
Oversees unit's community and campus based outreach programs, including high school outreach, Financial Aid workshops, and other college programs and community venues.
Develops and implements strategies to inform prospective and current students about scholarship opportunities. Proactively assists students in seeking external scholarships, including transfer scholarships,
Oversees unit's assistance with other major college programs such as the Rouse, Schoenbrodt, Silas Craft Collegians and Freshman Focus Programs and other programs.
Develops unit's intensive training programs and oversees the administration of all staff training. Conducts staff meetings on a regular basis.
Serves on the Enrollment Management Team, the Planning Council, the Related Issues Committee, the Developmental Committee and other committees as appropriate.
Oversees the development and maintenance of the unit's web site.
Develops and updates the unit's publications.
Maintains and updates the unit's service interruption and succession plans.

A master's degree in higher education administration, business or related field is is required. A minimum of five years of Financial Aid experience at the administrative level is required.. Excellent Financial Aid technical skills, such as understanding of Financial Aid calculations required. Prior experience with and participation in regional and national Financial Aid training workshops and conferences required. Experience with the administration of the federal electronic data exchange process. Experience with campus-based programs required. Experience with Maryland State Scholarship programs preferred; scholarship management experience required. Prior supervisory, planning, and budgetary experience required. Outstanding technology skills required, including experience with student information systems (Ellucian experience preferred), Windows, MS Office, querying software, digital imaging, and databases, including federal Financial Aid databases, and digital imaging (ImageNow preferred) technology. Outstanding decision making, problem solving, and research abilities required. Demonstrated organizational and managerial skills required. Excellent interpersonal and communications skills required, including verbal and written skills; public speaking required. Ability to serve as an effective member of a team. Ability to manage multiple priorities in a fast-paced, deadline driven environment while providing excellent customer service required. Responsible for knowing routine office policies and procedures for all student services areas including admissions, testing, records and registration and advising. Experience working with various college officials and units, particularly Finance and Enrollment Services units.
Knowledge of Operations, Systems, and Procedures
Knowledge of all college policies and procedures concerning all aspects of Financial Aid Services. Extensive knowledge of federal and state Financial Aid laws and regulations. Knowledge of federal electronic data exchange systems and operations. Knowledge of college policies and procedures, related to all Student Services units and the Finance Office. Thorough knowledge of the college's degree and certificate offerings and institutional academic standing policies. Knowledge of federal and state laws, and ethics related to Financial Aid and student records privacy (FERPA). Knowledge of the Internet, automated Financial Aid processing, student information system, imaging system, college network, phone system, e-mail, and college website required. Ability to analyze, learn, implement, use, and train others in new computer applications. Knowledge of college personnel practices. Knowledge of budgetary and strategic planning procedures.
