Job Title: Director of Finance

SUMMARY OF PURPOSE
To plan, organize, develop, implement, administer, and evaluate fiscal policies and programs for the School Board in order to ensure students receive the resources necessary to be academically successful.
MINIMUM QUALIFICATIONS
Bachelor's Degree (Major Accounting), experience or training in business administration, and other criteria established by the Board.
DUTIES AND RESPONSIBILITIES
- Provides courteous, professional, and prompt services to all internal and external customers including students, parents, co-workers, etc.

- Prepares and administers financial affairs for the school board including accounting for all funds, accounting and reporting procedures, and long-range
- Prepares and administers the annual budget.
- Develops and recommends policies for the management of the district's real estate and insurance programs.
- Plans, implements, and supervises the fiscal aspects of the state's support services, e.g. property insurance, transportation, purchasing, food services, and business services.
- Interprets the financial concerns of the district to the Board, superintendent, community, state, and federal agencies.
- Initiates correspondence reflecting policies of the district's fiscal activities.
- Prepares for appropriate authorities' periodic reports relating to fiscal activities and maintains records.
- Serves as payroll officer for the school board.
- Approves purchase of all supplies, materials, and equipment in keeping with the budget.
- Arranges purchase of all supplies, materials, and equipment in keeping with the budget.
- Develops guidelines for maintenance of an up-to-date inventory system of school property.

- Serves as advisor to the superintendent and school board on all questions relating to the business and financial matters of the Board.
- Plans and maintains a continuous internal auditing program for all funds.
- Prepares reports for the proper staff officials concerning the status of budgetary accounts to minimize overspending of a budget account.
- Plans and conducts in-service training programs for management and financial office personnel.
- Purchases by competitive bidding, formal quotations, and negotiations, items of supply and equipment for the operation of the district.
- Supervises the preparation of documents, including notice to bidders, instruction to bidders, specifications, and forms of the proposal.
- Monitors purchase requisitions to determine the correctness of the information, price extensions, coding information, etc.
- Develops and maintains appropriate records, e.g., vendors, contracts, real estate titles, abstracts, bidder lists, and similar data.
- Recommends procedures for the conduct of school board bond and tax elections in accordance with the law.
- Determines, in association with appropriate authority, the percentage of mileage for the tax base.
- Performs the duties assigned by the appropriate authority.
- Completes a Professional Growth Plan Evaluation and Self-Evaluation.
- Provides account information to district-level and school-level administrators.
- Any duties as deemed necessary.
