Under the general leadership of the department head, the Director of Facilities Planning & Construction serves as the primary construction project manager for all facilities renovations and new construction projects. This position is responsible for ensuring projects are completed on time, on budget, and in adherence to university standards and best practices.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: Employment duties will include, but not be limited to:

  • Manages and controls all aspects of projects from start to finish. Utilizes spreadsheets and other software to manage projects effectively. Manages multiple projects of various sizes at one time.
  • Manages contractors in completing projects. May supervise in-house skilled trades staff for small projects, and coordinates with in-house skilled trades staff to support projects as needed.
  • Inspects existing buildings and makes updates to the Facility Condition Assessment database. Must be physically able to get into all areas of campus buildings including areas such as crawl spaces, attics, roofs, and similar areas that are not accessible to the general public.
  • Identifies and prioritizes capital renewal needs to assist in developing the annual capital renewal budget. Consults with skilled trades staff to understand critical equipment and facilities needs. Meets with administrators, faculty, and staff to understand facility renewal needed in each building, prioritizing the things that have the greatest impact on students.
  • Develops budget estimates for capital renewal projects as well as all other proposed facility improvement, renovation, and construction projects.
  • Engages architects, engineers, and other consultants as needed to develop design documents and prepare documents to be submitted for permitting with the appropriate authority having jurisdiction. Engages with internal stakeholders including end users, administrators, skilled trades staff, and so forth to ensure design documents align with the university’s standards and goals for each project.
  • Prepares request for proposal (RFP) documents and obtains bids for projects. Adheres to university procurement guidelines and any other requirements that may be applicable to specific funding sources.
  • Prepares Project Management Plan for each major project, utilizing project management principals as outlined in the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK). Works with the project sponsor to write the Project Charter. Prepares project budget, schedule, stakeholder register, risk register, and so forth.
  • Provides daily supervision of project sites to ensure scope is adhered to, schedule is followed, projects stays within budget, and work is completed with acceptable quality. Must be physically able to walk and inspect all areas of construction sites, including areas with uneven surfaces, dimly lit, lack ventilation and other conditions typical of construction sites. Wear appropriate personal protective equipment (PPE) and adhere all safety standards.
  • Generates reports and presentations to inform campus stakeholders about future project plans and current project progress.
  • Acts as Owner’s Representative for all projects, attends project meetings, verifies and negotiates proposed change orders, provides inspections of work in progress, works with contractors regarding schedule and any issues that arise during construction.
  • Develops punch lists for projects and ensures all work is satisfactorily completed prior to final payment. Signs off on final completion of projects.
  • Coordinates turnover from construction to operations and ensures Facilities Management staff are trained and familiar with all aspects of the project at turnover. Ensures all turnover documents and attic stock are received prior to final payment.
  • Participates in training, maintains the skills necessary to utilize best practices, and participates on quality improvement teams as assigned. Promotes continuous improvement of workplace safety and environmental practices.
  • Establishes and maintains effective working relationships with fellow employees, students, and the university community.
  • Abides by and complies with university policies and procedures.
  • Performs special and other assignments as directed.

Required Skills
  • Ability to understand and carry out written and oral instructions in English and to perform assigned duties without immediate supervision.
  • Ability to utilize computers on a daily basis to respond to emails, write reports, create spreadsheets, and so forth.
  • Ability to read blueprints and technical construction specifications. Must have experience utilizing AutoCAD, BlueBeam Revu, or other similar design software to manipulate drawings and to add comments during plan reviews.
  • Ability to apply recognized standards of good practice relevant to matters of safety and security.
  • Ability to effectively plan and coordinate multi-task requirements and meet self- and pre-imposed objectives and deadlines.
  • Ability to establish and maintain effective working relationships with co-workers, students and university community.
  • Ability to walk and climb stairs. Many buildings have multiple floors with stairs and no elevators. Must be able to climb ladders.
  • Ability to work in environments with extreme temperature and humidity common in Florida and may work outside or in buildings without air conditioning, heating, or other comforts. May work in areas that are dusty, noisy, and areas that may have unpleasant odors.

Required Experience
  • Education: Bachelor’s degree in construction management, facility management, or similar field. Must possess, or be able to obtain within ninety (90) days of employment, OSHA 10-hour training certification for construction or general industry.
  • Experience: Five (5) years of experience in commercial construction management, having managed at least one (1) new construction project over $20 Million. Experience at a university or a multi-building campus environment strongly preferred. Must have experience working with building officials, fire marshals, and other authorities having jurisdiction.
