Under the direction of the Chief of Emergency Communications, the Director of Emergency Communications will provide immediate supervision of the Communications Division.

STATEMENT OF RESPONSIBILITIES:
Oversee the daily operation of the Communication Center.
Assist in the continued development of the regional Emergency Communications center program.
Maintain GIS data that is used in the computer aided dispatch system
Attend all relevant meetings with public safety officials.
Supervise notification systems used to alert public safety personnel.
Assist with recruitment, hiring, and retention of personnel.
Maintain up to date and accurate records of the Communication Center.
Be well versed in the Public Safety Collective Bargaining Agreement and adhere to the language in that document when making operational decisions.
Ensure that disciplinary matters are acted upon when necessary and forwarded to the Chief of Emergency Communications for the final disposition. This shall be done in concert with BCSO Policy #206.01 Employee Discipline /Disciplinary sanctions.
Maintain and monitor the fiscal budget and fiscal needs of the Communication Center, including maintaining grants and related reporting.
Work with local chiefs and administrators to improve and develop cooperative programs.
Serve as liaison with federal, state and local public safety officials on emergency communication matters.
Act as the reviewing authority and sign off on all evaluations for Communications Center telecommunicators, ensure evaluations are processed consistent with BCSO policy 203.01, Employee Personal Action/Appointments/Employee Evaluation.
Shall maintain and update standard operating procedures and all policies and procedures for the Communications Division.
Manage the quality assurance program, including providing a quarterly report to the Chief of Emergency Communications.
Keep up to date on current public safety communications technology and industry trends.
Maintain telecommunicator certification as defined in 560 CMR 2.00.
Assist with maintenance and deployment of mobile Emergency Communications center.
The Sheriff has the right to add or delete from these responsibilities at any time.
QUALIFICATIONS
CPR certification
EMD, PST, 911 Equipment certification
Experience and background in the following areas are preferred:
Operations, requirements, and responsibilities of a regional Emergency Communications center
Supervision of public safety telecommunicators
Massachusetts 911 public safety answering point regulations
Barnstable County fire or other regional mutual aid systems
Conventional telephone systems
911 telephone systems
CMED systems
Computer systems
Management of computer aided dispatch systems
Record keeping and grant fund accounting
Personnel management
Training relative to the operation
