Job Purpose: Develop business propositions and strategies for college impact and scale.

Location: Remote, various locations throughout California

Salary Range: The beginning salary range for this position is Range M-20, $147,295.97 - $162,421.33

Position Overview


Under the direction of the VP of Workforce, Strategy & Innovation, the Director of Economic and Business Development leads a team that directs, plans, and coordinates the college’s economic development strategies to increase economic mobility and close equity gaps for working adults who lack easy access to traditional forms of higher education. The Director implements economic development goals and objectives for the college, interfaces and coordinates with the development community, philanthropy, local businesses and various government entities for long-term economic change. The director will also develop, recommend and implement short and long-range regional and statewide economic revitalization strategies and initiatives; develop and manage innovative programs and campaigns that enhance the state’s vast Economic and workforce development ecosystem, and; work in a consultative manner across the college to lead planning & execution, business case development, grant management, and resource alignment supporting new and existing programs.


Essential Job Duties and Responsibilities


The duties below are representative of the role and are not intended to cover all of the duties performed within the scope of work.


  • The candidate's main responsibility is to lead the end-to-end economic development engagement process while collaborating with colleagues, the private sector, public sector, philanthropy and community based organizations to create innovative economic development strategies. This may include leading and managing a team to carry out these responsibilities.
  • Pivotal role in building annual/long-term strategic plans to enhance the college’s economic development efforts
  • Prepare and present value propositions and proposals to external and internal audiences to explain various aspects of the college’s economic development projects, initiatives and programs.
  • Lead contract negotiations, grant management and will be accountable for economic outcomes of signature initiatives
  • Identify opportunities to expand the Calbright economic development model to various underserved and underrepresented communities throughout the state.
  • Ideate novel collaboration structures to cultivate external investments and syndicate interest in the Calbright model
  • Perform other related duties as assigned that support the objective of the position.


Knowledge, Skills, and Abilities


  • Provide administrative and professional leadership and direction for the economic development program
  • Development of short and long term Economic and community development plans, as well as the gathering of information and preparation of studies, reports and recommendations to achieve goals
  • Provides information and makes presentations to supervisors, boards, commissions, civic groups, businesses, individuals, and the public on economic development opportunities, programs, services and plans.
  • Prepare, analyze and present technical and administrative reports and presentations
  • Principles and practices of Economic development
  • Organizational and management practices as applied to the analysis and evaluation of Economic development initiatives, policies and operational needs.
  • Modern and complex principles and practices of program development and administration.
  • Economic analysis techniques related to market, feasibility, and impact studies.
  • Methods and techniques of effective technical report preparation and presentation.
  • Research methods and sources of information related to economic development.
  • Negotiation, mediation and facilitation skills, techniques and procedures.
  • Group dynamics and methods of encouraging citizen participation.
  • Supervisory responsibilities including recruitment, selection, training, evaluation, supervision, and performance management of assigned staff.
  • Identify and respond to community concerns, and needs related to Economic and workforce development.
  • Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient economic development services.
  • Ensure project compliance with Federal, State and local rules, laws and regulations.
  • Demonstrate understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, staff and faculty.


Minimum Qualifications


  • Bachelor’s degree in Urban Planning, Economics, Business/Public Administration, or closely related field and five years of increasingly responsible management experience related to economic development, workforce development, community development, or closely related-field.

Working Conditions and Travel


  • Calbright College is a statewide online college where all instruction and support are done via various online technologies both in person and remotely. Calbright College has administrative offices in Sacramento available for use. When working remotely, employees should be able and willing to use digital communication tools as used by the college, and have the ability to work on a computer for extended periods of time.

  • Requires the ability to function in a remote online instructional environment performing work of primarily a sedentary nature. Requires the ability to use hearing and speech to make presentations to groups and carry on conversations over the phone and in-person. Requires speaking skills to communicate with staff and students in one-on-one and small group settings, on the phone, and to distinguish sound prompts from various types of equipment. Requires near visual acuity to read printed materials and computer screens. Requires sufficient hand/arm/finger dexterity to retrieve work materials, operate a personal computer keyboard, and operate standard office equipment. Requires the ability to lift and/or move up to 25 pounds.
  • Work is performed indoors where minimal safety considerations exist.
