Role Description
This position sits within Money Markets and Fixed Income Group, Treasury which are responsible for the Markets Treasury function within SMBC ("Bank"). Primary purpose of this role is to support SMBC combined U.S. Operations ("CUSO") wholesale funding, optimal liquidity deployments and management of the structural Interest Rate risk. The role requires managing global macro risks across currencies and product classes in order to maximize returns from hedging the underlying accrual banking book risks, including Volcker permitted risk taking within prescribed regulatory and internal risk limits. Works closely with the CFO, CUSO Treasurer and 2nd line of defense to manage the firm's liquidity resources and structural balance sheet positioning.
"Reporting to Head of Money Markets and Fixed Income, this position is responsible for the management of the Bank's daily funding requirements and contributes to the execution of transactions supporting liquidity risk management which includes development of funding strategies mainly in the short-term through CP/CD issuance, repo and FX markets. The role will also be responsible for analytics and management of the structural Interest Rate risk of the Bank's and CUSO's balance sheet and the optimization of cash deployment, managing banking book risk profiles using cash, HQLA assets and derivative products, as appropriate, within permissible regulatory and internal frameworks and risk tolerances, to generate strong, stable returns and to efficiently manage activity.

Role Objectives

  • Formulation and implementation of funding, Interest Rate, and investment strategies in line with the firm's overall policies and procedures via SMBC's CUSO Asset and Liability Committee (ALCO) and other relevant governance committees.
  • Markets Treasury is a profit center and whilst managing risk, liquidity and funding is the primary driver, hence creating analytical tools and coming up with strategic ideas optimizing between NII and MTM.
  • Management of the Bank's US dollar cash position including the Federal Reserve Bank account and intraday liquidity activities. Remain cost conscious about funding structure and reduce the drag of holding buffer assets in line with the guidelines.
  • Develop and evaluate balance sheet hedging strategies using on and off-balance sheet instruments, including swaps and fixed income securities.
  • Fully understand the nature of the risks to which the business is exposed and responsible for managing. Quantify and monitor key drivers of the risk position. Implement sophisticated tools to support risk management and guide Interest Rate Strategy decisions.
  • Develop and manage accurate and high quality analytics functionality which supports management of risks within Markets Treasury, including but not limited to revenue forecasting, liquidity, and market risks.
  • Partnering with broader areas of the firm including legal, capital, liquidity, risk, operations, product control and other groups to implement funding and Interest Rate hedging solutions in line with the Bank's overall objectives and strategies.
  • Supporting the firm's broader transformation efforts and initiatives as a senior position within Markets Treasury. Identify and drive process improvements and automations to increase operational efficiency while enhancing controls and improving the risk environment, including organizing and maintaining documentation.
  • Work closely with CUSO Treasurer, preparing ad-hoc analysis and creating presentations for discussion with the Board of Directors, senior management, regulators, and other key stakeholders. Liaise with Tokyo Head Office stakeholders on global initiatives.
  • Represent Markets Treasury in various forums including ALCO and risk management committees, and regulatory meetings.
  • Create in-depth analysis and presentations for senior management discussions that assist in the development of global and regional liquidity and funding.
  • Work closely with group companies within CUSO, especially with the broker dealer (Nikko SI), swap dealer (Capital Markets) and FDIC bank (Manufacturers Bank) to help understand drivers of liquidity consumption and generation and will propose improvements to current processes to drive efficiencies.

Qualifications and Skills
  • Ability to interact, influence and build relationships at all levels of seniority across all functions within an organization.

  • Ability to work optimally with regional and global teams and drive projects whilst leveraging existing resources.
  • Highly motivated self-starter with a good commercial perspective, and the ability to lead projects and cross-divisional initiatives.
  • Highly analytical background, strong problem-solving skills, excellent communication skills, oral and written, strong leadership qualities, ability to influence others, and a sound decision maker.
  • Strong understanding of macroeconomics in relation to fixed income markets.
  • Strong knowledge of Interest Rate and FX products and markets, with basis and cross-currency risks required. Strong understanding of global macro drivers as they relate to the management of Interest Rate risk positions in a bank portfolio.
  • 10 + years of specialized experience in Financial Services
  • Experience in Treasury space required, preferably in an Markets Treasury function. Relevant field including Funding, Portfolio Management can be considered.
