Directs the planning, development, implementation and administration of business and financial services for large College/Division, which may include financial and human resources management, procurement and contract administration, endowments, and management of College/Division business services groups.
- Manages budgets, including supervising annual budget preparations; monitors department budgets and cost centers and advises college/division administration; prepares budget and personnel reports, analyses and projections.
- Provides financial accountability and ensures compliance with state, university, and external funding agency guidelines by overseeing the management and maintenance of databases for all personnel, payroll and budgetary information.
- Administers administrative and financial affairs of the college/division to include personnel, procurement, payroll and budgetary information.
- Reviews and approves the reconciliation of accounting records with university reports/financial statements and prepares recurring financial/budget reports for internal purposes.
- Oversees cash handling and charge back centers for the college/division.
- Oversees activities of college's/division's business administration staff, including direct supervision of central business office staff.
- Interprets university policies and procedures and trains staff as appropriate; serves as college/division liaison with vendors and contractors.
- Serves as a resource to the dean, associate deans, departments chairs and college administration/VP, Associate VP; and serves as college/division liaison to the university and external units.
- Provides assistance to management in the implementation of organization decisions, which may include writing policy statements and generating customized reports. Performs other job-related duties as required.

The Director of Business Operations will develop, implement, and oversee operations and staff for business services, financial reporting, and human resources for the Division of Research, its departments, University Level Centers and Institutes, and University Level Core Facilities in alignment with the requirements of university policies and procedures.
As an integral member of the leadership team, the Director of Business Operations collaborates with other directors to achieve unit and organization short and long-term goals. Advise directors and senior management on matters that have express or implied effect on budget, personnel, and programs. Demonstrate professional judgment and sound decision-making. Provide reports routinely, establish systems, and provide training for department leaders to effectively monitor and implement consistent business and HR processes and make ongoing projections to guide effective planning.
Manage division budgets and execute all financial matters related to procurement services, human resources and payroll, and applies University of Houston policies and guidelines for fiscally responsible execution of Division Business Operations. Prepare annual operating budgets in collaboration with directors for submission to the University. Monitor and analyze accounting data and produce actionable financial reports and statements. Responsible for the general accounting, reporting, planning, and control and analysis functions for the Division of Research.
Direct and supervise the day-to-day operations of staff performing Business Operations responsibilities to ensure accurate and timely processing of transactions. Serve as the liaison to relevant administrative offices on campus, including Accounting, HR, Procurement, and General Counsel. Coordinate with other university business offices as appropriate. Interpret and ensure compliance with university policies and procedures, and state and federal laws and regulations. Develop and communicate policies and procedures to department leaders and staff. Assist with documenting and monitoring internal controls ensuring alignment with fiscal policies and procedures in accordance with federal, state, UH System and University regulations and policy. Implement and strengthen the Division of Research’s business services processes, controls, policies and procedures.

Bachelors and 5 years experience
Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of five (5) years of directly job-related experience. (Requires at least 3 years of direct experience at a Leadership level or higher). Certification/Licensing: None.
