Job Description
The Director, Cboe Digital Compliance will be tasked with, in coordination with the Cboe Global Markets, Inc. ("CGM") Chief Compliance Officer ("CCO"), developing, implementing, and managing a comprehensive compliance program of CGM's digital asset business. He/she will be responsible for fostering the culture of compliance within CGM's digital asset business ("Cboe Digital"), leading the Cboe Digital Compliance Team, and serve as the primary contact for state regulatory agencies regarding compliance-related matters (e.g., audits, inquiries, examinations, required reporting, etc.). The Director is responsible for developing/evaluating policies, procedures, and protocols to detect, prevent, and correct non-compliance with BSA/AML obligations, state money transmitter and bit license requirements, and any other relevant regulatory obligations. The Director will also set forth the compliance program for Cboe Digital's clearing organization ("Cboe Clear Digital") and collaborate with the Senior Director of N.A. Derivatives on the responsibilities of registered clearing organization. The individual will accomplish this goal by leveraging industry knowledge, experience, risk management expertise, as well as familiarity with FinCEN BSA/AML requirements, state money transmitter and bit license requirements. The position reports to CGM's CCO and is a member of CGM's Compliance Department.
Duties & Responsibilities:
  • Collaborate across disciplines to develop, implement, and operate compliance policies, processes, and procedures to cover regulatory and statutory obligations pertaining to regulators, products, and services.
  • Serve as the primary day-to-day contact with state regulators for Cboe Digital Exchange or Cboe Clear Digital, and (ii) internal product and business teams on products and initiatives.
  • Monitor Cboe Digital's compliance with applicable regulations, evaluate effectiveness of compliance controls, track regulatory reporting obligations, regulatory findings, and evaluate the potential impact of proposed regulatory changes to Cboe Digital's compliance program.
  • In coordination with the Senior Director N.A Derivatives, establish a best-in-class compliance program for Cboe Digital's CFTC regulated activities.
  • Assist the CGM CCO with strategic planning for Cboe Digital's compliance obligations to include: examination planning and responses (written and oral); onsite inspection sessions; routine regulatory updates; post mortem analysis of incidents and examination reports; and anticipatory preparations related to examinations and ongoing monitoring.
  • Escalate and maintain transparency with CGM CCO and other Cboe Digital senior leaders about ongoing developments that may impact Cboe Digital's compliance obligations impacting CME Clearing's compliance posture.
  • Liaison with Cboe Digital Legal, Risk, Clearing, Operations, Finance, and Strategy/Product Development Teams, to advance compliance initiatives.
  • Manage multiple high priority and time sensitive projects that require independent thinking and recommending solutions. Deliver creative, data-driven solutions in a dynamic environment.

Skills and Software Requirements:
  • JD with a minimum of five to ten years of experience in financial markets, with working knowledge of legal and regulatory issues covering financial trading, market structure, payments, digital assets, and distributed ledger.
  • Experience with an Exchange, FCM, Broker-Dealer, the CFTC, or NFA a plus.
  • Familiarity with clearing, state money transmitter and bit license regulations.
  • Demonstrated knowledge of compliance standards and industry best practices required.
  • Candidate must possess demonstrated quantitative, analytical, and critical thinking skills, as well as the ability to work flexibly in a team environment.
  • Candidate must have strong oral and written communication skills and have demonstrated ability/experience presenting on complex financial issues (external facing experience preferred).
  • Ability to work on a small team that is part of a global organization, to work independently and to successfully manage competing high priority projects.
  • Expertise in Microsoft Office software (e.g., Word, Excel, Outlook), Familiarity with Jira, SharePoint, Confluence is strongly preferred.
