The salary range for this posting is:
$32.74 - $42.10 Hourly
$2,619.23 - $3,368.31 Biweekly
$5,675.00 - $7,298.00 Monthly
$68,100.00 - $87,576.00 Annually

The Division of Vocational Rehabilitation (DVR) is an important resource for people with disabilities. DVR assists individuals with disabilities, including disabilities that are physical, mental or learning, with successfully pursuing their employment goals.


The Youth Services and Transition Unit (YSTU) within DVR assists youth and students with disabilities with exploring and entering into career pathways within competitive and integrated employment settings. Through the provision of a variety of services, including Pre-Employment Transition Services, independent living services, assistance with long or short term training, assistive technology, job seeking skills training and job placement/coaching services, youth and students with disabilities are provided with the support and guidance needed to prepare for, enter into and/or advance along a career pathway.


The Office of Independent Living Services is a unit within DVR that oversees the State's contracts with nine nonprofit organizations called Centers for Independent Living (CILs). These state contracts provide state and federal funding to CILs in order for them to provide independent living services to individuals with disabilities of any age and disability in Colorado.


DVR, under the Colorado Department of Labor and Employment (CDLE), was recently awarded a Disability Innovation Fund (DIF) grant. This 5 year grant provides Colorado with an opportunity to develop a seamless model of collaborative services to youth with disabilities leading to Competitive Integrated Employment. The model demonstration project proposed will:


  • Provide collaborative opportunities for secondary education, vocational rehabilitation, Centers for Independent Living and local community partners to receive technical assistance and guidance geared towards helping students achieve competitive integrated employment.

  • Expand the availability of and access to vocational services with grant-funded DVR Counselors housed full time in select districts where access to VR services is currently limited, with service delivery provided by local Centers for Independent Living.

  • Provide training directly to family members of students with disabilities in the district or BOCES in partnership with Centers for Independent Living to provide them with vital tools to support students' successful achievement of Post-School Outcomes.

  • Implement a dynamic website geared specifically towards the employment and post-secondary needs of students with disabilities and their families.


The position will oversee and strategically implement the Disability Innovation Fund (DIF) grant, a grant aimed at supporting youth with disabilities in Colorado towards achieving Competitive Integrated Employment. The position is pivotal in enhancing vocational services for youth with disabilities leading to competitive integrated employment and ensuring compliance with all stipulations and regulations related to the grant.
The position will be responsible for executing and monitoring contracts related to the grant, ensuring compliance with standards and expectations written into the grant narrative and funder requirements. The position will also be responsible for managing the grant's budget, adhering to financial guidelines and regulations set by the Rehabilitation Services Administration (RSA) as well as the preparation and submission of all required monthly, quarterly, and annual reports.
The position will be expected to collaborate with both internal and external stakeholders which includes working with DVR staff, secondary education, Centers for Independent Living (CILs), family led organizations, contractors, and additional community organizations to ensure alignment with the grant's objectives and the successful implementation of the grant-funded projects and interventions. Additionally, the position will organize and lead Planning and Advisory Team meetings, focusing on aligning the team's activities and goals with the overall objectives of the grant. Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Education and Experience:
Bachelor's degree from an accredited institution
AND
Three years of professional experience in an occupational field related to the work assigned to the position
Minimum Qualifications:
  • Understanding of grant management AND administration processes, including but not limited to execution and monitoring of contracts and federal reporting requirements
  • Awareness of stipulations and regulations related to federal discretionary grants
  • Proficiency in programmatic-level budget management and reporting
  • Expertise in preparing and submitting detailed, accurate monthly, quarterly, and annual reports
  • Ability to align activities and goals with the overall objectives of the grant
Preferred Qualifications
  • Ability to build, coordinate, manage, and maintain stakeholder relationships with programmatic buy-in and consensus building
  • Familiarity with secondary education systems, vocational rehabilitation processes, and their intersections, particularly in the context of disability services
  • Demonstrated supervisory experience
  • Familiarity with Google Workspace and virtual meeting options such as Google Meet and Zoom
  • Bilingual (read, write, speak) in the Spanish language

Conditions of Employment:

  • Must be a Colorado resident at time of application

  • Must pass a thorough background check prior to employment, which will include E-verify

  • Position may require occasional unconventional work hours such as the occasional evening or weekend commitment
  • Position may be required to report to nearest DVR office as needed
