Job Overview:
The Director of Contracts serves as a strong leader and communicator who provides day-to-day leadership and administrative oversight in the development and maintenance of Vocational Rehabilitation contracts and other partnership agreements. By leveraging best practices and sound processes, this position will drive the contract process from the initial planning, research, RFP, and negotiation, to the execution of agreements that result in successful outcomes that support the needs of DRS programs and services. The Director of Contracts is also responsible for providing oversight of billing, performance, and compliance monitoring. Operationally, the DRS Contracts team is housed within the DRS Quality and Compliance Unit, works under the general supervision of the Director of Quality and Compliance, and leads a team of 7 program professionals located throughout the State. This position will regularly interact with providers and stakeholders at various levels of the organization to include, procurement, program, legal, and fiscal team members. Externally, the Director of Contracts works closely with service providers, other contracted entities, and other state agencies to provide oversight of quality performance and data reporting. This position is responsible for creating and presenting information to a variety of audiences, including executive team members and external partners.
Key Responsibilities:
1. Build, establish, strengthen and/or maintain relationships with fiscal, operational, programmatic, and legal internal stakeholders to ensure complete understanding and support of procurement initiatives.
2. Build, establish, strengthen, and/or maintain provider, vendor, and/or contractor relationships that assure continuous improvement.
3. Direct actions required to efficiently collect, analyze, and share contractor supplied data regarding expenditures and performance. Make recommendations for areas of improvement based on data analysis. Coordinate improvements with program leadership.
4. Hold contractors accountable for performance, quality, and delivery of contractual commitments. Initiate corrective action when warranted. Oversee the timely review and processing of corrective action plans.
5. Oversee the accurate submission and timely review and processing of contractor invoices.
6. Acquire and maintain a technical understanding of program requirements in the payment and delivery of goods and services. Ensure compliance with state and federal requirements at all times.
7. Establish clear development objectives for the contracts team and serve as a highly engaged coach and mentor.
8. Lead efforts in the preparation, creation, and execution of RFPs. Assure the identification and selection of all viable contractors in accordance with state and federal requirements. Direct the evaluation and presentation of vendor RFP responses to executive leadership.
9. Cultivate a team that assures accuracy and timeliness in the preparation, drafting, and execution of contracts, authorities, and agreements in coordination with procurement, legal and program partners.
10. Establish and implement procurement strategies which include evaluating options and alternatives, identifying approach, and establishing a project plan/timeline to deliver an effective solution.
11. Assure that detailed project plans, timelines, and critical date benchmarks are created and shared to ensure the timely execution of business needs with quality results.
12. Oversee resolution of complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.
13. Communicate status updates on all initiatives to internal stakeholders and promptly request help when setbacks occur.
Required Experience:
Position Requirements
1. Graduation from an accredited college or university with a bachelor's degree. Degree in Business, Management, Economics, or Accounting preferred.
2. 3+ years of experience successfully leading and supervising other professionals.
3. 5+ years of experience in performing contract management, project management, or procurement activities with a majority of time spent in government procurement activities.
4. 5+ years of experience with developing and maintaining collaborative provider/contractor relationships.
5. 1+ years of experience in a role of similar seniority with responsibility for leading a complex procurement function.
