Job Description

TheDepartment of Technology, Management and Budget (DTMB)supports the business operations of state agencies through a variety of services including Information Technology project delivery, maintenance and support. This position is within the Agency Services area of DTMB supporting the Attorney General (AG), the Office of the Governor (GOV), Labor and Economic Opportunity (LEO), and the Department of Transportation (MDOT).

We are looking for a person who understands application development and is ready to lead all DevSecOps projects which focus on achieving the goals and mission of the agency. This position has responsibilities during all phases of the software development lifecycle.

About the position:

This position functions as a DevOps/Cloud engineer, within a team of technology professionals supporting AG, Gov, LEO and MDOT. The position is responsible for implementing processes, tools, and methodologies to balance needs throughout the software development life cycle, from coding and deployment, to maintenance and updates. The specialist has the multi-disciplinary authority responsible for design, planning, testing, implementation, and support of Continuous Integration/ Continuous Delivery (CI/CD) for all applications for supported agencies. The position will also develop best practices and standards for DevOps that adhere to best security practices. The position will also be responsible for guiding developers in best DevOps practices. This position will act as the primary resource for implementing/fixing all Audit findings related to Software Life Cycle. The position will ensure secure coding practices for all developers and implement DevSecOps best practices and be responsible for integrating security AppScan on all applications and web sites using static and dynamic scans.

The position will also be responsible for adopting and migrating applications to cloud and containers including deployments using automated processes.

This specialist is responsible for leading all DevSecOps for application development projects which focus on achieving the goals and mission of the agency. This position has responsibilities during all phases of the software development lifecycle related to these systems. This position has responsibilities for directing and checking the work of team members, including state employees and contractors. Responsibilities include providing guidance and mentoring to less senior techs. Considerable knowledge of the development platform(s) as listed within the knowledge skills and abilities section of this position description. The specialist will also implement DevSecOps for the development team and serve as the change management resource for all Audit remediations. The position will also be responsible for providing direction, design and implementation of containerizing applications and deploying to container platforms and cloud services.

Sign-On Bonus:

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Position Location/Remote Office:

This position is located in Lansing, MI. This position may work a hybrid schedule (remote 3 days per week/office 2 days per week). Selected candidates who work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Required Education and Experience

Education

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Specialist 15

Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Alternate Education and Experience

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
