Overview
CAMRIS International, LLC, (CAMRIS) is seeking a Development Outreach and Communications (DOC) Officer to support USAID/SENEGAL.
This is a 150 day level of effort consultancy.
This position will perform work under the Africa Bureau Institutional Support and Services II contract (AFR ITSS II). AFR ITSS II assists USAID in achieving its program priorities by providing contracted technical, professional, operational, and administrative support staff in support of USAID's African programs on both short- and long-term bases. Work performed under this contract will cover a range of technical and administrative areas aimed at advancing USAID's development objectives in sub-Saharan Africa.

BACKGROUND:
The USAID/Senegal Economic Growth Office (EGO) collaborates with the Government of Senegal (GoS) and its citizens to boost the economy and alleviate poverty. EGO's initiatives contribute to creating a business-friendly environment for private sector trade; empowering women; advocating for sustainable management of natural resources and energy policies; ensuring access to clean water; and improving agricultural value chains to improve nutritional outcomes among vulnerable populations.
The USAID/Senegal EGO is responsible for a $36 million annual portfolio that includes: agriculture; food security and nutrition; enterprise development; water, sanitation and hygiene (WASH); biodiversity; climate change adaptation; trade; and energy. The portfolio includes two U.S. Presidential Initiatives -- Feed the Future and Power Africa -- as well as two Congressional directives -- Biodiversity and WASH. Senegal is also a WASH High Priority country.
The EGO is currently reclassifying and hiring a Communications and Partner Coordination Specialist. The position has been vacant since January 2023. This role is crucial for communicating the development results of USAID/Senegal EGO projects, strengthening host country systems to achieve development goals, and fostering collaboration among development partners and implementers.
Responsibilities
The primary function of this position is to develop communication strategies and products to effectively share program outcomes and successes. The goal is to raise awareness of the EGO's work, both domestically and internationally, and promote USAID/Senegal's achievements.
Tasks include:
  • Collaborate with USAID/Senegal EGO staff and implementing partners to develop, review, and disseminate information and materials on project successes.
  • Collaborate closely with the USAID/Senegal Program Office Communications and Outreach team and with the Embassy Senegal Public Affairs team to amplify EGO's activities.
  • Develop (write, edit, design) USAID/Senegal EGO communications and publications content including print, marketing, and electronic materials including but not limited to one pagers, reports, e-newsletters, video, and USAID and Embassy Senegal social media.
  • Write and edit public documents, speeches, talking points, press releases, social media posts, and other products about USAID/Senegal EGO activities, aimed at targeted audiences such as Congress, local communities, private sector, media, etc.
  • Support logistics for Embassy events or USAID-led events to highlight USAID/Senegal EGO accomplishments, including USAID Branding and Marking compliance.
  • Other tasks as necessary.

DEL IVERABLES:
  • Update Fact Sheets on USAID/Senegal EGO activities.
  • Review USAID/Senegal EGO implementing partner communications, including newsletters, social media posts, etc.
  • Produce at least two USAID/Senegal EGO sector-specific videos.
  • Produce (including graphic design, editing, and writing) documents and publications, including but not limited to one-pagers, success stories, newsletters, etc. After initial start-up learning, deliver at least two such pieces a week.
  • Draft and disseminate EGO monthly bulletins and quarterly GoS newsletters.
  • Draft and disseminate at least one Washington Wrap Up per month.
  • Collect and draft one or more weekly highlights from the EGO team to discuss at the Mission County Team meetings.
  • Create one social media post each week and review/clear implementing partner social media posts.

Qualifications
  • A Bachelor's Degree in the field of communications or journalism, public relations or marketing, English, International relations, or a related field is required with three years of relevant experience in public relations, public information and outreach, or international development with some of that experience in an international setting such as with international organization, corporation, government, or NGO is required.
  • Proven experience in disseminating information to diverse target audiences is highly desirable, as is demonstrated expertise in producing effective public relations events and Communications materials.
  • Previous work experience with the U.S. Government or another international development organization is also highly desirable.
  • Willingness to spend time at USAID/Senegal is desirable, not required.
  • French language proficiency is desirable, not required.
  • Graphic art/ design skills are desired.
  • Ability to obtain a facility access clearance (must have US permanent residency) or secret clearance (must be a US citizen).
