This position is located in the Office of the Bureau Chief (OBC), Enforcement Bureau (EB), Federal Communications Commission (FCC), located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.

Duties
The incumbent serves as Chief Technology Officer in the Enforcement Bureau on informational technology and communications issues and matters for the Bureau. Incumbent provides authoritative informational technology expertise for the full range of Bureau matters including public safety, cybersecurity, national security, consumer protection (including privacy, robocalling, disability access), network issues (including outages), and interference matters.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Time in grade restrictions do not apply to Direct Hire procedures.
GS-15
Specialized experience is one (1) year of experience at the GS-14 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows:
  1. Experience implementing, managing, maintaining and coordinating activities, both technical and non-technical, for short/long-term milestones to support the organization's office automation efforts.
  2. Experience integrating, maintaining, and enhancing information management and information technology programs to provide systems, tools, and analytical capabilities.
  3. Experience providing in-depth and independent information technology guidance, services, advice and recommendations to leadership on information security matters. Performing network and intrusions detection ensuring sound security principles.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based upon whether or not all of the qualification requirements have been met (education, basic experience requirements and specialized experience requirements).
As this position is being advertised under Direct Hire procedures, veterans preference does not apply.
A selecting official may make a selection from the list of candidates who are deemed as "Best Qualified".
