Job description

East Cherry Creek Valley Water and Sanitation District (ECCV) has been sustaining our community by providing safe and reliable water since 1962. Sourced from the South Platte River and non-tributary aquifers, ECCV distributes water to approximately 65,000 customers in the eastern portions of the City of Centennial and unincorporated Arapahoe County. The Development Engineer is responsible for coordinating and overseeing the planning, design approval, and construction of developer projects within the District and over the Northern Waterline. The Development Engineer also supports the District's water, wastewater, and storm water capital improvement and asset management projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans, reviews, develops, and coordinates the design and construction of both capital and development projects from conception to completion.
  • Reviews engineering reports, cost estimates, contract documents, specifications, permits, grants, technical memos and construction administration documents for water, wastewater and storm water projects.
  • Coordinates the review and approval process with developers and their project staff, ECCV consultants and staff, legal counsel, and other governmental agencies.
  • Advises prospective developers on ECCV rules, regulations and disseminates information required for development within the District.
  • Advises developers on ECCV requirements of protection over the Northern Waterline.
  • Coordinates with staff, consultants, and legal counsel to develop and review easements & land title documents necessary for ECCV assets management such as Utility Easements, License Agreements, Conveyance & Acceptance, Intergovernmental Agreements, and Overlap Consent Agreements.
  • Develops internal procedures and technical specifications for commercial & residential development within ECCV.
  • Works collaboratively with all departments to ensure the delivery of projects follows proper administrative and operations protocols.
  • Performs walk-through inspections for probationary and final acceptance of developer-built infrastructure.
  • Leads quarterly Development Review Taskforce meetings, which includes project updates and review of project status.
  • Prepares Agenda Memos for projects, easements, and other items for submission in the District's Board packet.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the principles and practices of engineering; methods and techniques used in the design and construction of public improvements; applicable laws and regulatory codes relevant to design and construction.
  • Ability to read and interpret documents such as specifications, rules and regulations, and procedure manuals; interpret and use information from blueprints, technical documentation, shop drawings, and manufacturer's manuals.
  • Aptitude to work independently as well as effectively communicate with supervisors, co-workers, vendors, consultants, contractors, industry personnel and the general public. This includes providing accurate and timely oral reports and working with many individuals from diverse backgrounds and points of view as part of a project team.
  • Competency to research and access information from various sources including Geographic Information System software; compile, analyze and interpret numerous facts and details to solve problems; design and develop spreadsheets of basic difficulty and write routine reports.
  • Demonstrate with all interactions, a high level of quality customer service; a positive and professional demeanor; the ability to exercise sensitivity; the ability to handle stressful situations in a diplomatic and tactful manner.
  • Ability to accurately compile, analyze and interpret facts to troubleshoot; arrive at valid conclusions and make logical decisions to solve problems; exercise sound judgment in making decisions involving processes and equipment.
  • Demonstrate attention to detail, critical and analytical thinking, and problem-solving.

REQUIREMENTS

  • Bachelor's degree in Civil Engineering or a related field.
  • Minimum 1 year of progressive experience in managing public utilities projects to include client/contractor management, project management, contract writing, proposal and report writing, design, and construction administration.
  • Excellent writing skills, ability to effectively communicate and collaborate with staff, outside agencies, contractors, developers, and general public.
  • Excellent analytical, organizational and time management skills.
  • Proficient in MS Office Suite.
  • EI certification preferred.
  • Must possess a valid driver's license, pass a background, and credit check.

WORKING ENVIRONMENT AND PHYSICAL ACTIVITIES

This position consists primarily of office work with reoccurring field work and requires occasional operation of a district vehicle to various work sites. This position requires the ability to sit for extended periods of time with hand/eye coordination: for repetitive motion and data entry. Office work requires the ability to operate standard office equipment, such as computers, phones, photocopiers, and fax machines. Position includes the occasional lifting and/or moving of items up to 50 pounds and regular lifting of 10 pounds of office items. Field work includes exposure to all weather conditions and working in potentially hazardous environments. This position requires full range of physical motion with hand/eye coordination: for frequent standing and walking including on uneven terrain; for the use of tools and equipment to climb stairs, equipment and ladders. Position includes the regular lifting of 20-50 pounds of equipment and tools. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Position pay range: Min $59,900/yr. - Max $86,900/yr. Pay based on qualifications and experience. ECCV is an equal opportunity employer.
