Summary
The primary purpose of this position is to support and assist in planning, coordinating, implementing, and completing real estate development and construction rehabilitation projects to preserve and expand MPHA's housing stock. The incumbent assists with activities associated with housing preservation and production projects on behalf of MPHA, including financing, due diligence, stakeholder engagement and construction related to large-scale projects.
All activities must support the Minneapolis Public Housing Authority's ("MPHA" or "Authority") mission, vision, and values.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
- Assists in a range of development and construction planning and implementation activities for MPHA from predevelopment activities to construction project closeout.
- Support and assist with predevelopment activities including but not limited to environmental reviews, site due diligence, project concept and design development, procurement activities, budgeting and financial analysis and modeling, and lender/investor due diligence.
- Maintains project documentation and files. Utilizes project management tools effectively to manage, document, and monitor projects including but not limited to checklists, scheduling, and budget tracking software, etc.
- Assists in the completion and submission of financing and HUD applications; assists with the preparation and submission of HUD program requirements for projects.
- Supports the entitlement process for projects.
- Support and coordinate resident and other stakeholder engagement activities.
- Participates in internal and external project coordination and collaboration meetings with property management, vendors, funders, and other stakeholders.
- Manage project cash B-flows, construction draws and budget during pre-development and construction.
- Supports construction monitoring, closeout, and related project inspections.
- Supports and assists with MPHA real estate transactions and activities including but not limited to property dispositions, acquisitions, and easements.
- Supports department leadership in portfolio analysis activities.
- Performs other related duties as assigned.

Work Environment
This position includes an option for a voluntary hybrid telecommuting arrangement, following successful completion of the initial training program and in coordination with the supervisor. This option will be discussed during the interview process. Please note that hybrid telework arrangements are only an option when the telework location is in the State of Minnesota. Office and telework/hybrid environment. The noise level in the work environment is usually moderate. The position also works on Agency construction sites and properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud, and the environment may be more hazardous than a standard office environment. This position is required to work with contractors/vendors as well as Agency residents.
