Our client is seeking a Deputy Program Manager, CARE to lead, manage, and oversee our support to the Coordinator for Afghan Relocation Efforts (CARE) program.
Description
The Program Manager (PM) for this contract will be responsible for overseeing a team of contract personnel and supporting the DOS's mission to relocate U.S. citizens and lawful permanent residents currently in Afghanistan who want to depart, as well as Afghan allies who worked the U.S. over the course of our 20-year military mission in Afghanistan and their families. This will include a team of acquisition support, financial management, and management analyst personnel.
Key Accountabilities:
- Assist CARE Program leadership in establishing a Program Management Office (PMO) in support of Afghan relocation efforts.
- Manage day-to-day activities of the PMO, including management of personnel, supporting oversight of contract vendors, managing team travel, and interfacing with (domestic and international) program stakeholders, including coordinating Bureaus and Offices within the DOS.
- Perform workload studies, identify new staffing requirements, and recommend staffing models for the CARE PMO.
- Support the development of standard operating procedures (SOPs), participate in policy and process discussions, identify potential and existing challenges to the provision of services in-country, and recommend solutions.
- Advise PMO leadership on management best practices, develop management processes, and recommend management efficiencies.
- Assist with responding to requests for information, internal, and external taskings, and the development of briefings for DOS leadership.
- Track and oversee team security and travel requirements, including international travel.
- Develop program management plans, implement proven program, and project management methodologies to ensure the on-time delivery of high-quality services to customers, including (but not limited to) transition, risk mitigation, and quality management.
- Assign tasks to project team members, ensure services, products, and deliverables are completed to a high-quality standard.
- Manage project schedule, scope, budget, while maintaining a high level of customer satisfaction.
- Manage and mitigate risks and resolve project and personnel issues.
- Ensure continuous improvement of support services, taking accountability for project results.
- Recruit, interview, hire, and manage the project team and personnel, facilitate performance reviews and feedback, support teambuilding and ensure employee engagement and satisfaction.
- Lead and oversee program and project reporting, such as contract kickoff meetings, status meetings, and progress reports.
- Support resource management, contract invoicing, and financial management.
- Perform resource planning, participate, and provide updates in corporate Program Management Review meetings.
Required Skills:
- Active Secret Clearance required; Top Secret Security Clearance preferred.
- Bachelor's degree in business administration, International Relations, or related field (Master's is preferred).
- 10+ years of experience managing federal contracts, projects, and/or programs (Project Management Professional Certification [PMP] is preferred).
- 5+ years of experience specifically leading projects for the (DOS) is preferred.
- Direct experience standing up PMOs for complex, high visibility federal programs is preferred.
- Experience leading international development and aid programs in South Central Asia is preferred.
- Working knowledge of one or more regional languages is a plus (e.g., Urdu, Pashto, Dari).
- Strong understanding of federal acquisition regulations, contract management, including acquisitions processes, knowledge of different types of competitions is preferred.
- Comprehensive knowledge of the DOS organizational strategy, priorities, structure, culture, and operational environment, familiarity with the CARE Program is preferred.
- Demonstrated self-starter with a high level of energy, proven record as a team player, outstanding communicator with demonstrated political savvy, unquestionable integrity, credibility, and character, strong leadership, teambuilding, critical thinking, and problem-solving skills.
