Under general administrative direction, plans, directs, manages, oversees activities and services of the Public Works Department including municipal engineering services, transportation and capital improvement projects. The Deputy Director of Public Works/Civil Engineer provides technical review and approval of low impact development (LID), grading and drainage, design plans, specifications, contracts and construction engineering of the City's infrastructure assets; provides complex administrative support to the Public Works Director; performs related duties as assigned.The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Performs contract administration of Public Works projects including the technical review and approval of plans, designs and construction.
  • Prepares plans, maps and designs City construction projects such as: street improvements, utility infrastructures improvements, street lighting and landscaping.
  • Prepares specifications and cost estimates for a variety of Public Works projects.
  • Acts in the capacity of a project engineer to coordinate capital improvement projects.
  • Evaluates Public Works project proposals and recommends award of contract.
  • Conducts field inspections of construction projects and existing structures to determine work performed is in accordance with approved plans; meets with contractors to resolve items of non­compliance.
  • Investigates and resolves disputes and complaints from developers, contractors, engineers, and citizens involving Public Works construction.
  • Reviews and evaluates plans from consulting architectural/engineering firms; adjust construction contract modifications; negotiate contract change orders.
  • Prepares engineering calculations in connection with field and office assignments; prepares plan layouts, details, and drawings.
  • Reviews draft and final land divisions and subdivision improvement plans and agreements for accuracy and conformance with City codes, ordinances, and policies; makes recommendations for revisions and improvements.
  • Reviews legal descriptions for public easements for street right-of-ways and private properties.
  • Provides technical Civil Engineering expertise for City personnel, developers, contractors, engineers, and the general public.
  • Supervises, trains and evaluates sub-professional, technical, and clerical employees.
  • May act upon request for the Public Works Director in his/her absence.
  • May attend City Council meetings to present reports.
  • Perform related duties as assigned.

CAPITAL INMPROVEMENT PROGRAM
  • Provides technical review and approvals for capital improvement projects under the direction of the Public Works Director and Planning and Community Preservation Director for each capital improvement project.
  • Assists in maximizing the use of outside funding sources such as federal, state, regional and sub-regional for capital programs.
  • Provides technical review of the planning, designing, construction and administration of assessment district proceedings; prepares annual assessment district evaluation intention and confirmation reports.
  • Oversees the planning, design and construction of cooperative projects undertaken with adjoining jurisdictions and other agencies such as Los Angeles County Department of Public Works, Metropolitan Transportation Authority or others.
  • Prepares and negotiates cooperative agreements with other jurisdictions and agencies for cooperative projects.

PLANNING & COMMUNITY PRESERVATION
  • Coordinates with the Planning and Community Services Director to identify and resolve complex problems, maintain work flow, and evaluate work products, methods, and procedures.
  • Provides technical review and approval of low impact development, grading and drainage, design plans, specifications for all entitlement and development applications.
  • Provides technical review of subdivision applications, including lot line adjustments, lot mergers, tentative parcel maps and tentative tract maps.

TECHNICAL CONSULTATION
  • Provides in-house professional engineering consultation to other divisions and departments of the City, including the Public Works Director, Planning and Community Preservation Director, City Manager and City Attorney offices as required; prepares and present staff reports and other necessary correspondence.
  • Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to division programs, policies and procedures.
KNOWLEDGE OF:
  • Principles and practices of management, Civil Engineering, transportation and administration.
  • Organizational and management practices as applied to the analysis and evaluation of engineering programs, policies and operational needs.
  • Modern and complex principles of engineering program development, building construction, code enforcement, and administration.
  • Recent developments, current literature and sources of information regarding Civil Engineering and land surveying.
  • Principles and practices of supervision, training and performance evaluation.
  • Pertinent Federal, State and local laws, codes and regulations.

ABILITY TO:
Recognize conditions that constitute code violations in the City of Sierra Madre; use effective interpersonal techniques to interact with citizens and the public when explaining City health, Americans with Disabilities Act (ADA) compliance, fire, traffic, zoning/land use codes and permit requirements; analyze potential code violations accurately and adopt effective resolution processes; supervise, train, and evaluate assigned staff including directing department staff in policy implementation; respond to the public under stressful circumstances in a fair, calm and understanding way to obtain positive results; prepare comprehensive reports and deliver oral and written presentations; establish and maintain effective working relationships with those contacted in the course of work including City and government officials, management staff, employees, consultants, outside agencies, the general public, and local businesses; operate an office computer and a variety of word processing and software applications.
EDUCATION/TRAINING/EXPERIENCE:
Any combination of education and/or experience that has provided the knowledge and abilities necessary for acceptable job performance, such as; Bachelor's degree and/or Master's degree from an accredited college or university in Civil Engineering, business or public administration or a related field; and five years of high-level administrative experience within a public agency with an understanding of Public Works operation and budgeting processes.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
Must possess a current American Red Cross certificate in First Aid/CPR/AED for schools and the community or obtain within three months of employment; as well as, a valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Usage Policy.Equal Opportunity Employer
