The Village of Glenview is seeking a full-time Deputy Director of Community Development. This position is responsible for providing professional and administrative support to the Director of Community Development and the Village Management team. This role involves overseeing the daily operations of the department be ensuring high-quality services are provided through the effective operation of the Inspectional Services, Planning, and Engineering divisions, leading executive administration, and contributing to the development and coordination of Community Development functions and programs. The Deputy Director also plays a pivotal role in shaping and implementing strategies to attract, retain, and foster economic development and investment within the community.
Job Duties:
• Provides counsel and advice to the Director of Community Development on departmental matters.
• Promotes an effective and responsible organizational culture that is in line with the Village Board's strategic goals and organizational values.
• Facilitates intradepartmental coordination between Inspectional Services, Planning, and Engineering Divisions and interdepartmental coordination with other Village departments, particularly Public Works, to ensure customer satisfaction with the department's core services.
• Develops systems, policies, and procedures to identify efficiencies, streamline operations and improve services.
• Establishes partnerships with Village customers and escalated complaints to ensure policies, procedures and codes are interpreted and implemented, while assisting in reasonably resolving zoning, property maintenance and other related code interpretations.
• Oversees resolution of complex planning, building, economic development, engineering, and administrative policy questions.
• Carries out supervisory responsibilities in accordance with the Village's policies and applicable laws and in accordance with associated consultant contracts.
• Provides technical guidance and professional development assistance to department staff.
• Assists with the formulation of department's annual business plan and operating budget.
• Provides support and strategic direction to the Village's economic development program and initiatives, business retention and recruitment efforts, and builds relationships with partners in economic development.
• Conduct stakeholder outreach, guide new business development, and serve as an ombudsman to the business community.
• Oversees department community engagement efforts and public relations materials, including the website and associated brochures/educational pamphlets.
Qualifications:
Qualified candidates should have a bachelor's degree or equivalent from an accredited college or university, master's degree preferred, and 7 - 10 years of progressively responsible supervisory or management experience.
The position requires a knowledge of the principles and practices in Community Development and professional experience in one or more related fields (e.g., business, economic development, community organizing, real estate, neighborhood revitalization, public policy, urban planning, nonprofit, finance, engineering, administration) and to be able to interpret the applicable codes, ordinances and regulations related to development and enforcement activities.
The Deputy Director must have the ability to provide leadership and motivate employees, including directing and monitoring work performance, establishing organizational goals and realigning work and staffing assignments for the department. Strategic thinking and planning skills are required, along with the ability to effectively manage complex department operations.
The Deputy Director will analyze problems, recommend and implement appropriate solutions, and be able to anticipate information needs of key audiences. The employee needs to be able to establish and maintain effective working partnerships with Village officials, coworkers, contractors and developers, community and private groups and the general public. The employee must be skilled in customer service, be comfortable with public speaking, respond to common and complex inquires or complaints from customers, and have the ability to communicate persuasively and with compassion and empathy.
Schedule/ Work location:
This position is typically required to work during the hours Village Hall is open Monday-Friday, 8:30 a.m.-4:30 p.m., based on operational needs, for a total of 40 hours per week. This position is exempt under FLSA, eligible for remote work and flexible scheduling. Attendance at evening meetings up to several times per month is also required.
Salary:
The starting salary is $139,212 - $194,896 DOQ, with excellent fringe benefit package.
