JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Pennsylvania Commission on Sentencing (Commission: https://pcs.la.psu.edu/) invites applications for the position of Deputy Director for Research and Technology (filled at the non-tenure-line rank of Assistant or Associate Clinical Professor). The Commission is an agency of the Pennsylvania General Assembly affiliated with the Department of Sociology and Criminology at The Pennsylvania State University, University Park, with 24 full-time employees, several research partnerships and collaborations, and two office locations.
The Commission is externally funded by state appropriations and was established in 1979 to create a consistent and rational statewide sentencing policy that promotes fairer and more uniform sentencing practices in the Commonwealth. The Commission is mandated to develop and implement guidelines for consideration at sentencing and parole and is required to conduct research to monitor and evaluate the impact of the guidelines and of numerous correctional programs.
The Deputy Director for Research and Technologyis the Chief Operating Officer for Commission research, data collection and analysis, applications, and information technology. The Deputy Director provides leadership, executive direction, and oversight for Commission research collaborations and partnerships, as well as staff supervision of two Commission work units: Research and Data Analysis Unit and Applications and Information Technology Unit.
The Deputy Director for Research and Technologyis responsible for preparing, implementing, maintaining, and advancing the Commission's Research and development program. Responsibilities include: managing research projects that respond to legislative mandates; communicating research findings to the Commission and criminal justice stakeholders through presentations and publications; managing the research partnership with The Pennsylvania State University; promoting research collaboration with other universities and agency partners in furtherance of the Commission's enabling legislation; guiding the use of technology by the Commission; and mentoring graduate students, postdoctoral scholars, and Commission staff. The position does require occasional travel to Harrisburg and to meetings or site visits in counties throughout the Commonwealth.
Qualifications include a Ph.D. in criminal justice, political science, public policy, or a related field or J.D. by the appointment date plus five years of practical experience with criminal justice research; familiarity with structured sentencing; and demonstrated ability to plan, develop, implement, and evaluate the operations of a research program.
Outstanding organizational, supervisory, and management skills, as well as excellent verbal and written communications skills are required.
Applicants must have had responsibilities and professional experience in the following areas: experience of current and developing information technology and its application to the research process using large databases; knowledge of statistical software programs and advanced multivariate statistical methods; experience conducting applied Research and evaluations; and knowledge of original data collection techniques including instrument design, data extraction training, and quality control.
Highly desirable qualifications include: experience related to Pennsylvania's criminal justice system, experience in the formulation of long- and short-range operating goals and objectives, development of processes necessary to achieve agency goals, establishing and maintaining positive working relationships with key individuals and groups, and/or serving as a spokesperson for an organization.
The Deputy Director of Research and Technology is selected by the Commission, with appointment by the University to a non-tenure-line, term, clinical faculty position in the Department of Sociology and Criminology. Appointment would be at the rank of Assistant Clinical Professor or Associate Clinical Professor. Rank and length of term are determined by education and qualifications with an excellent possibility for renewal.
