Description
The City of Kodiak is recruiting for a full-time Deputy Director (Finance). The Deputy Director is a broad management level classification, under the general supervision of the Finance Director, responsible for the administration of the general accounting, treasury and customer service functions within the Finance Department. May serve as acting Finance Director when directed by the Finance Director or City Manager.
General accounting functions include general ledger accounting, payroll, accounts payable, financial reporting, capital asset accounting, grant accounting and reporting, project accounting and financial and accounting systems maintenance and support. Treasury and customer service functions include cash management and investments, accounts receivable and billings, business license/sales tax, electronic banking, bank and investment reconciliations.
Responsibilities will vary in accordance with assigned area of responsibility, but will generally include: managing, directing and overseeing the accurate recording of all receipts and expenditures; managing professional staff to include assigning, monitoring, and reviewing work; establishing project deliverables and timelines in the area of assignment and consistent with the goals/priorities established at higher levels; coordinating the annual financial audit and preparation of the Annual Comprehensive Financial Report; providing technical support to staff; conducting specialized studies and operational analyses and preparing related reports and presentations; assisting in the development of budget and financial management reports; and ensuring compliance with applicable Federal, State and local reporting requirements. Performs work under direction from the Finance Director while exercising considerable independent judgement and initiative to ensure the accomplishment of City goals and priorities. The Deputy Director must perform these duties in a manner that reflects positively on the City and the Department.
Hiring Salary Range (Annually): $77,584 to $81,515

Examples Of Essential Duties
  • Supervises the daily operations of accounting, financial reporting, accounts receivable and revenue collection, utility billing/customer service, grant billing/financial reporting, payroll, accounts payable, and business license/sales tax.
  • Supervises and oversees staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring performance deficiencies are corrected; ensuring employees follow policies and procedures, and maintaining a healthy and safe working environment.
  • Manages the City's financial accounting, payroll and billing system by monitoring, reviewing, and verifying accounting records and transactions for accuracy, timeliness, and adequacy of supporting documentation; analyzes accounting information and policies to determine their necessity and implements new reports and policies as needed.
  • Evaluates methods and procedures for adequacy of controls to ensure compliance with internal financial policies, budgetary policies and generally accepted accounting principles.
  • Coordinates year-end and new year preparations. Responsibilities include overseeing and scheduling the closure of the City's general ledger and its sub-systems, ensuring that all funds and interfund accounts are in balance, preparing and reviewing all year-end journal entries, preparing and rolling over prior year encumbrances, and all related journal entries.
  • Manages all preparations for the annual financial audit to include preparation of audit workpapers, account reconciliations, account confirmations, fiscal year-end adjusting journal entries and subsequent year reversing entries, and acts as liaison to the auditors, and compiles financial statements.
  • Coordinates with external auditors in the preparation of the Annual Comprehensive Financial Report and Federal/State Single Audit Act Audit Report. Reviews accounting and auditing pronouncements and implements where necessary.
  • Assists in the development and distribution of annual budgets, capital improvement plans, financial forecasts, short- and long-range financial plans and reports.
  • Manages and participates in the analysis of management information; formulates recommendations based on findings; manages priorities, work processes, and procedures; ensures adherence and compatibility with organizational goals.
  • Performs department administrative oversight of bids, agreements, contracts, grants, and/or regulatory compliance issues. Develops, tracks and analyzes assets and prepares related schedules.
  • Establishes and oversees the retention and storage of the Finance Department's general accounting, treasury and customer service records and files.
  • Assumes daily responsibilities of the Finance Director if directed by the Finance Director or City Manager. Attends management, committee and council meetings as needed.
  • Performs other duties as assigned.

Minimum Qualifications
High school diploma or General Education Development (GED) and Bachelor's degree in accounting, public administration, business administration or related field; a minimum of five years of progressively responsible professional finance experience; including three years of supervisory and management experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING REQUIREMENTS:
  • Valid Alaska Driver's License or ability to obtain within 30 days of hire

LICENSING PREFERRED:
  • Certified Public Accountant (CPA), Certified Management Accountant in the State of Alaska, or Certified Public Accountant candidate

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, lifting, talking, hearing, seeing, balancing, stooping, kneeling, and repetitive motions. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Functions of this position require sufficient physical ability to work in an office setting; walk, stand, or sit for prolonged periods of time; operate office equipment including use of computer keyboard; ability to speak and hear to exchange information; and ability to operate a vehicle to travel to various locations.
Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
WORKING CONDITIONS:
Most work performed in routine office environment with some out-of-office duties required. Non-traditional work hours may be necessary. May be required to attend City Council or other public meetings as assigned. Some travel may be required.
