Under administrative direction of the Chief Deputy Director, Program Services, the Chief Equity Officer (Exempt), Service Access and Equity Division, formulates, develops, and implements policies and procedures to support systematic improvements in the delivery of culturally and linguistically responsive services and community engagement in California's developmental services system. Organizes, plans and directs programs that support service access and equity including Deaf Services, Foster Grandparent/Senior Companion Program, service access and equity grants and community navigators, Tribal engagement, and statewide support of regional center cultural specialists. This position will serve as a key Department of Developmental Services (DDS) leader, supporting the implementation of diversity and inclusion strategies and person-centered practices systemwide. Supports DDS' goals of advancing a system that is culturally and linguistically responsive to the beliefs, values and choices of the diverse people of California.
This position is eligible to participate in DDS' hybrid telework schedule. Participation in telework is subject to DDS' guidelines.

Department Information
The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
Special Requirements
A Statement of Qualifications (SOQ) is required and is a narrative discussion of the candidate's education, experience and/or training that would qualify him/her for this position, related to the Minimum Qualifications, Knowledge and Abilities, Special Personal Requirements, and Desirable Qualifications. Knowledge of: Principles, practices, and trends of policy formulation and development, emphasis on strategies to strengthen cultural and linguistic competence, community engagement, and person-centered practices within complex systems of care. Principles, practices and trends in programmatic and operational effectiveness evaluation and managing system and stakeholder engagement. Programs, policies and activities of DDS, knowledge of the administration and DDS' goals and objectives, knowledge of populations served by California's Developmental Services System and the relationship between DDS and the RCs in the service delivery system.
Ability to: Develop collaborative working relationships with professionals, parents, legislators, other state agencies and community stakeholders; assess situations accurately and take effective action; establish and maintain cooperative relationships in the workplace; develop and evaluate alternatives; write effectively; consult with and advise executives on a wide variety of subjects; engage effectively with a variety of audiences. Think strategically and function effectively as a member of a top management team. Communicate fluently (verbal and/or written) in a non-English language is preferred.
EDUCATION AND EXPERIENCE: Five years of experience researching, developing strategies to address service equity and disparity issues in service delivery in developmental services, health, or human services with a focus on strategies to improve service access, cultural and linguistic competence for large complex entities with many stakeholders.
