Delinquency and Collections Specialist II

The City of Pearland, TX is seeking to hire a full-time Delinquency and Collections Specialist IIto support and improve aspects of the day-to-day operations of our Finance Department in the Utility Billing Division.Are you a caring and dynamic leader?Are you data-driven? TheDelinquency and Collections Specialist IIearns a competitive salary $18.66-$20.20/per hour, based on qualifications. A DAY IN THE LIFE OF A DELINQUENCY AND COLLECTIONS SPECIALIST II

General Description

The purpose of this class within the organization is to provide overall utility billing for the City and maintain collections of outstanding account balances.

This class works under close to general supervision according to set procedures but determines how or when to complete tasks.

Essential Functions:

Generate yearly delinquency calendar.

Process late fees to assigned cycles for non-payment on appropriate dates.

Generate delinquency calls to assigned cycles for non-payments on appropriate dates.

Send assigned cycles listing to third party for calls to be sent.

Generate payment reminders to assigned cycles for non-payment on appropriate dates.

Send assigned payment reminders notices to third party to be mailed out.

Generate termination notices to assigned cycles for non-payment on appropriate dates.

Send assigned cycles termination notices to third party to be mailed out.

Generate shut off calls to assigned cycles for non-payment on two consecutive bills on appropriate dates.

Generate shut off list for assigned cycles to be completed by Utility Billing Field Technicians.

Generate and manage assigned cycles reconnect slot list during shut offs.

Generate termination work orders and any other related delinquency work orders for non-payment accounts a week after shut offs.

Review and follow up on assigned cycles payment plans, payment extensions and non-payment accounts by phone, letters, certified letters, emails, and door hangers.

Generate and analyze reports for Utility Billing and additional departments.

Submits adjustments as corrections are needed on customer's accounts due to incorrect readings and incorrect information set on customer's accounts.

Monitor Bad Debt accounts monthly for collection agency and annually for write-off processing.

Review and process liens and pay off request emails and payments.

Review and process public information request.

Additional Duties:

Assist in all Delinquency & Collection Specialist I duties as needed.

Assist in weekly and monthly audits for Additional Carts/Bins for FWS (Frontier Waste Solutions). Verifies logs with New World and FWS.

Assist in processing meter profiles, phone queue, and new service requests as needed.

Assist in generating appropriate delinquency work orders and completes the closing process once completed.

Performs related work as assigned.

Minimum Education and Experience Requirements:

Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college.

Requires two years billing or closely related experience.

Requires extensive experience with Microsoft Excel
