Purpose/Summary
The Dean of SPARC reports to the Associate Vice President of Enrollment Administration & Student Success (EASS). SPARC is a collective department comprised of Student Engagement, Accessibility, Ombuds, Counseling Center, KEYS, and Student Conduct & Support. As such, the Dean of SPARC is charged with overseeing and maintaining Tri-Institutional committees and collaborative relationships across the campus, as they relate to the aforementioned SPARC departmental services. The Dean guides SPARC by leading through direct reports, including the Director of Accessibility, the Director of Student Conduct & Support, the Manager for Campus & Student Engagement, and the Ombudsperson. The dean is responsible for supporting and upholding practices, initiatives, and goals related to Pathways and equity-mindedness.

Duties and Responsibilities
Leadership and Strategic Planning
  • Provide leadership and direction to SPARC team, ensuring alignment with institutional priorities and student needs.
  • Development and maintenance of departmental guidelines, goals, and strategies; evaluate, and update the effectiveness of all programs and activities reporting through the various entities supervised by the Dean.
  • Work with direct reports to develop procedures for monitoring metrics, sharing successes and opportunities for growth, and adjusting goals/strategies as needed.
  • Participates and advocates for the College on tri-institutional committees, activities, and functions
  • Ensure work centers remain focused on current goals and strategies while working to remove or overcome barriers to success.
  • Meet regularly with EASS Leadership Team to provide departmental updates and elaborate on work center strategies and successes.
  • Promote a campus culture that celebrates justice, equity, diversity, and inclusion, and fosters a sense of belonging for all students.
  • Provide leadership in creating and implementing inclusive programming that supports and celebrates underrepresented and minoritized student populations and address the erasure of equity gaps in student success outcomes.
  • Ensure compliance regarding reporting mandates.
  • Oversees the coordination and maintenance of SPARC written materials such as, but not limited to flyers, the annual Student Handbook, and all related SPARC web pages.
  • Interpret system, institutional, and campus policies/procedures and communicate them to staff and students.
  • Participates in System and College Committee assignments.

Staff Supervision and Development of Positive Workplace Culture
Student Support Services and Retention
  • Oversee the coordination and effective delivery of Student support services, including the food pantry, lending library, counseling services, student engagement, and disability support services.
  • Collaborate with campus partners to provide holistic support for students' academic, personal, and financial wellness needs.
  • Ensure compliance with relevant laws, regulations, and institutional policies related to the various student support services including disability services.
  • Collaborate with local agencies and non-profit organizations to address student needs and promote community service and civic engagement initiatives.
  • Serve as a resource for faculty and staff working with students in crisis.
  • Supervise the creation and promotion of opportunities for student engagement, leadership development, and campus involvement.
  • Collaborate with academic and student services departments to integrate Pathway and equity-minded activities and learning opportunities into the student experience.
  • Develop initiatives to support student retention and persistence, including targeted interventions for specific populations.

Budget Management
  • Develop and manage budget compliance for all SPARC programs, grants, and services, ensuring fiscal responsibility and Resource optimization. This includes the monitoring of general funds, auxiliary funds, grant funds, and donations.
  • Ensures budgetary procedures are followed by all entities of SPARC.
  • Partner with Grant Development and Compliance seek and manage external funding opportunities and grants to support SPARC initiatives and special projects.

Staffing, Training, and Professional Development
  • Responsible for the appropriate coordination of hiring and onboarding staff.
  • Review and provide feedback for all SPARC performance evaluations.
  • Identify and facilitate attendance of professional development opportunities for all direct reports and their full-time staff, based on need and where appropriate.
  • Work with the SPARC team to develop and facilitate college faculty and staff training on a semester-by-semester basis or as the need arises.

Qualifications
MINIMUM QUALIFICATIONS:
Education:
• A Master's degree in College Student Personnel, Higher Education, Counseling, or other relevant discipline is required.
• A bachelor's degree with equivalent experience will substitute.
Experience:
• Minimum three years of demonstrated, full-time professional, progressively significant student life knowledge and work experience within higher education. A bachelor's degree with a minimum of five years will substitute.
• Recent work involving positions with increasing responsibility to include supervisory experience of professional staff.
• Demonstrated experience and commitment to enhancing diversity on campus and affinity with students.
• Demonstrated leadership ability, strong communication skills, effectiveness in promoting learning and student development outside of the classroom, a good sense of humor, and the ability to manage with fairness and transparency.
• Experience in coordinating services and Resources, utilizing tracking and accountability systems.
• Demonstrated experience with procedure, process and program development to include policy, procedure, or handbook as an outcome.
• Experience with Microsoft Office Suite, Microsoft Teams, Webex, or other similar team communication and organizational software.
Knowledge/Skills/Abilities:
• Current demonstrated knowledge of judicial or student conduct programs in higher education, knowledge of judicial procedures, terminology, and/or legal issues in student affairs.
• Working knowledge of and working relationship with a Behavioral Intervention Team.
• A thorough understanding of federal and state laws related to disability services in higher education is essential. This includes laws such as the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act.
• Demonstrated ability to successfully balance, prioritize, and manage multiple tasks in an active, fast-paced environment, while providing superior constituent service.
• Responds positively and collaboratively to the needs and concerns of College stakeholders.
• Demonstrated commitment to diversity and inclusive communities and work environments.
• Knowledge of current developments/trends, best practices, student involvement and leadership, and leadership development programs.
• Ability to effectively manage a multifaceted budget.

• Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.

• Demonstrated organizational and time management skills with the ability to develop and successfully implement interdepartmental processes or procedures.
• Ability to communicate effectively with diverse groups of people, both in writing and verbally, including the ability to present effectively in both large, formal settings and smaller informal settings.
• Ability to handle multiple tasks at once and balance tasks with potential interruptions while maintaining solid attention to detail and accuracy.
• Ability to develop and contribute to a positive working environment in which all views, experiences, and backgrounds are valued and acknowledged.
PREFERRED:
Knowledge/Skills/Abilities:
• Knowledge of Maxient, Simplicity or other databases related to conduct reporting/tracking and Clery reporting.
• Behavioral Intervention Training Certification.
• Strong background in developing and using analytics to manage departmental growth.
Equipment Used:
Personal computer, student information systems, fax, copier and other office equipment.

PERA is the 21st largest public pension plan in the United States. PERA is a substitute for Social Security; CCD employees do not contribute to Social Security.
