Essential Functions (critical to job function):

Primary responsibilities include managing the entry of data from testing and other program paperwork into all necessary databases, ensuring compliance with city, state, and federal agency data collection and reporting requirements. Additional responsibilities include managing staff by providing trainings on required paperwork and the monitoring of the accuracy, consistency, and completion of all paperwork; implementing internal quality control measures to ensure accurate data input and organizing and maintaining client filing systems. This position also requires flexibility to work nights and weekends when needed.

Nonessential Functions: (non-critical to job function):

• Assist with inventory ordering, tracking and distribution of HIV testing supplies;

• Other duties as assigned


Job Description

Duties/Responsibilities:

• Manage the HIV tester training

• Coordinate outreach staff and projects for the Department

• Develop/update policies and procedures, including program manuals and trainings

• Collect, record, and accurately complete all agency, city, and state required forms for each client

• Provide confidential rapid and confirmatory HIV testing, pre-test and post-test

counseling, linkage to care, and referrals to outreach, walk-in and scheduled clients

• Ensure data entry meets all required grant specifications and deadlines

• Provide all onboarding for newly hired employees

• Input data from testing clients into the Provide Enterprise database, the CDPH spreadsheets and the COH HIV Testing database

• Maintain all HIV testing clients’ files in proper filing order

• Monitor paperwork of testers to insure completion, consistency and accuracy. Manage the training of staff members’ paperwork

• Assist with inventory ordering, tracking and distribution of HIV testing supplies and safer sex supplies

• Maintain the highest standard of client confidentiality

• Remain up to date on the latest HIV/AIDS/STD research through regular reading and studying of written/online materials, independent study, workshops and conferences

• Meet deadlines as established by supervisors and grant reporting requirements

• Executes special projects and other activities as requested

Education/Experience and Qualifications:

• Experience with detailed Data Entry

• Knowledge of Public Health practices and systems

• Associate or Bachelor’s degree required (applicable work experience may be considered)

• Results - proven track record of exceeding goals and bottom-line orientation; evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience, and judgment; high level of business acumen; program solving and creative resourcefulness

• Capacity Building - ability to effectively build program and staff capacity, and processes that ensure the program runs smoothly

• Action Oriented - enjoys working hard and looks for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation

• Flexible and able to multi-task; can work with an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrate resourcefulness in setting priorities and guiding investment in people and systems; working some nights and weekends required

• Bilingual skills (Spanish/English) highly desirable

• Sensitivity to LGBTQ+ individuals, diverse YMSM, other people of diverse racial, ethnic, and cultural backgrounds and transient/homeless populations required. Understanding of the psychosocial, cultural and health-related issues often faced by HIV-impacted individuals and their families

• Communication - possesses strong verbal communication and written skills; ability to work effectively with diverse staff and populations

• Advanced office and computer skills required, including proficiency in Windows XP, MS Word, Excel, Outlook, and experience working with various database systems

• Independent – Self-starter with the ability to work independently without supervision

• Enthusiasm, commitment, intellectual curiosity, and compassion are essential

• Must be able to work evenings and weekends as needed
