Job description

The Department of Public Utilities (DPU) is responsible for oversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth; developing alternatives to traditional regulation; monitoring service quality; regulating safety in the transportation and gas pipeline areas; and for certain aspects associated with the siting of energy facilities. The mission of the Department is to ensure that utility consumers are provided with the most reliable service at the lowest possible cost; to protect the public safety from transportation and gas pipeline related accidents; and to ensure that residential ratepayers' rights are protected. The DPU seeks to promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions.

The Department’s Rail Transit Safety Division is designated as the state safety oversight agency within the DPU for the Massachusetts Bay Transportation Authority (MBTA) specific to rail transit safety and oversees MBTA’s adherence to its own safety related processes and systems and monitors the authority’s compliance with federal and state safety laws and regulations.

The Department of Public Utilities seeks applicants for the position of Data Analyst II in the Rail Transit Safety Division.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The Data Analyst II will support the Rail Transit Safety Division’s data-driven decision-making processes. The Rail Transit Safety Division operationalizes data to support rail safety investigations, tracking of safety hazards, Risk-Based Inspection (RBI) activities, and Safety Risk Measurement and Monitoring (SRMM) activities as well as overseeing and ensuring effective operations and compliance with laws, rules, regulations, and policies pertaining to safety on the MBTA.

The Data Analyst II will support the Rail Transit Safety Division by acting as one of the Division’s subject matter experts on safety data by creating and maintaining data analytics dashboards; creating and maintaining interactive forms and reports to summarize and visualize the work of the Division’s engineers, compliance officers, investigators, and MBTA personnel; writing and reviewing memoranda, reports, and other documents on such matters as accidents, equipment failures, derailments, and other safety violations and supporting these materials with the addition of data elements; analyzing a variety of MBTA documents for compliance using data analysis tools; partnering with Division stakeholders in preparing recommendations for corrective action; partnering with Division leadership to support the development of technology solutions for the Division; preparing data deliverables for submission to Federal Transit Administration (FTA) and other regulators; and other related duties as required.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
  • Creates and maintains dashboards, and associated semantic models and visualizations, on safety trends, issues, and events from operational field data generated from Division oversight work and MBTA safety data submissions.
  • Creates and maintains reports that document and track progress on corrective action plans throughout development lifecycle and reports that document and track the progress of Division investigations.
  • Creates and maintains interactive, logic-driven forms for use by Rail Transit Safety Division staff and MBTA personnel to document a variety of activities including but not limited to inspection reports, document reviews, notices of non-compliance, and safety violations.
  • Partners with Rail Transit Safety Division leadership and other designated staff in developing, planning, and implementing technology solutions and related business processes.
  • Creates and maintains geographic information systems (GIS/computer-generated maps) displaying safety audit activity and violation trends and patterns.
  • Partners with engineers, compliance officers, and investigators as one of the subject matter experts on safety data for the purposes of root cause analysis and deficiency analysis.
  • Identifies remedial actions necessary to correct deficiencies identified through data analysis.
  • Uses data to help to identify trends that will assist in the Division’s efforts to develop mitigation strategies and policy solutions to reduce the frequency and severity of incidents, accidents, hazards, and other conditions
  • Assists in reporting safety critical data to the FTA and other regulators.
  • Performs research and reviews industry safety oversight agency best practices to help determine appropriate and feasible safety policies, procedures, and implementation strategies.
  • Assists in the development of specialized reports, presentations, and assessments for internal and external purposes.
  • Performs related duties and projects as assigned.
QUALIFICATIONS REQUIRED AT HIRE
  • SPECIAL NOTE: to be assigned Level II, individuals must have, after meeting the minimum requirement, three additional years of full-time qualifying experience.
  • Ability to demonstrate significant experience in a business climate using the majority of the following technologies/tools:
  • Microsoft Excel (beyond the basics, like nested functions and advanced filters)
  • Microsoft Power Query (including knowledge of M formula language)
  • Microsoft Power BI (including DAX and creating/managing semantic models)
  • Microsoft Power Automate
  • Microsoft SharePoint
  • Formstack (preferred, or another web form tool)
  • ArcGIS (preferred, or another GIS tool)
  • Adobe Creative Suite (including some knowledge of the Acrobat Javascript API)
  • Flourish (preferred, or another data visualization tool)
  • Ability to write concisely, to express thoughts clearly, and to develop ideas in logical sequence.
  • Ability to accurately record information provided orally.
  • Ability to assemble items of information in accordance with established procedures.
  • Ability to maintain accurate records.
  • Ability to determine the proper format and procedure for assembling items of information.
  • Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
  • Ability to prepare general reports.
  • Ability to exercise discretion in handling confidential information.
  • Ability to understand, explain and apply the laws, rules, regulations policies, procedures, specification, standards and guidelines governing rail transit systems activities.

LICENSE AND/OR CERTIFICATION REQUIREMENTS

Must have or be willing to attend relevant training classes to obtain necessary certifications and licenses.


Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitution below.

Substitutions:

I. A Bachelor’s degree with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for two (2) years of the required experience

II. A Master’s degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for three (3) years of the required experience
